He set up NICNET, the first nationwide computer network in India and a PSU: NIC Services Inc.Under his guidance computer centre were set up in every Ministry/Department of the Central Government, State/UT Governments, and over 500 District Administrations. Under his sustained initiative NIC developed over 6,000 databases and associated software packages including several Nagar Palika and Rural databases as well as Urban and Rural Planning software. He coordinated the formulation and implementation of liberalised Computer and IT Policies of GOI in 1984,1986, and 1998 and contributed to the liberalised Telecom Policy.Some of the awards and honours to his credit are: 'Asiad Jyothi' awarded by the president of India; Udyog Jyothi Award; Om Prakash Bhasin Award for Telecom; Vikram Sarabhai Research Award; DATAQUEST Award for Lifetime contribution to IT; ELCINA Lifetime Award; NAFEN IT Excellence Award; and Systems Society Gold Medal.He was an elected Governor of the International Council for Computer-Communication at Geneva, a nominated Governor of UNESCO Institute for IT in Education at Moscow, and a Director of IT Pour La Development International at Paris. Négociant à Moissac (Tarn-et-Garonne), Arnaud Gouges-Cartou fut élu député du Tiers aux Etats Généraux le 23 mars 1789 et vota avec la gauche de cette assemblée. Son mandat expiré, il partit en Amérique pour y faire du commerce. L'auteur, qui présenta ce projet en même temps que Sieyès le 4 août, le divise en trois parties (Droits de l'homme, Droits du citoyen, Droits des Sociétés) et 71 articles. Sa perspective est originale: pour Gouges-Carton, l'homme tire tous ses droits dans la société de ceux qu'il possédait initialement dans l'état de nature. Dans cet essai aujourd'hui largement réévalué, Duclos livre une pénétrante analyse de la société de son temps en faisant, dans la tradition de La Bruyère, oeuvre de moraliste : une morale utilitaire et sociale fondée sur l'interdépendance entre les besoins égoïstes des individus et l'intérêt général de la société. Un important chapitre expose un point de vue original et novateur sur l'éducation et l'instruction. Le texte aurait été rédigé par Charles Pierre Coste d'Arnobat. Marie-Françoise Dumesnil réplique à "La Clairon", sa principale rivale et autre actrice célèbre de la période qui l'avait mise en cause dans ses "Mémoires" publiés quelques mois auparavant. Quelques épidermures et petits accrocs à la reliure. Très bon exemplaire, frais, bien relié à l'époque.

Très rare, ils n'ont été publiés qu'à petit nombre d'exemplaires Coiffes et mors frottés (fendus en tête du premier caisson sur 4.5 cm), quelques épidermures. Provenance: Famille de Bauffremont, avec ex-libris héraldique à la devise: "Dieu aide au premier Chrétien" au deux volumes. Très bon exemplaire, relié en veau porphyre de l'époque, imprimé sur papier fort.
