Entire issue offeredFoucault's paper: pp. 551-560. � First appearance of this importent paper in which Foucault describes the first measuring of the velocity of light in air and water by the rotating-mirror experiment. Foucault�s turning-mirror apparatus was the basis for the later determinations of the velocity of light by A. A. Michelson and Simon Newcomb.<br><br>In 1849 Fizeau obtained the first precision measurement of the velocity of light at the surface of the earth. Fizeau returned to the rotating mirror to compare light�s velocity in rare and dense media but here he was beaten by Foucault who announced on 30 April 1850 that "light travels faster in air than in water". The paper offered.<br><br>"Foucault is best-known for two of the most significant experiments of the mid-nineteenth century-the laboratory determination of the velocity of light 1850 1862 and the mechanical demonstration of the earth�s rotation 1851 1852-and for his advancement of the technology of the telescope. He also performed a number of other important experiments chiefly in optics and developed several devices which were widely used in both experimental science and technology."DSB.<br><br>"Foucault�s first experiment carried out in 1850 and written up in full in his doctoral thesis of 1853 was purely comparative; he announced no numerical values until 1862. Then with an improved apparatus he was able to measure precisely the velocity of light in air. This result significantly smaller than Fizeau�s of 1849 changed the accepted value of solar parallax and vindicated the higher value which Le Verrier had calculated from astronomical data. Foucault�s turning-mirror apparatus was the basis for the later determinations of the velocity of light by A. A. Michelson and Simon Newcomb."DSB. unknown
FIRST EDITION OF FOUCAULT'S DETERMINATION OF THE VELOCITY OF LIGHT here proving that light travels more slowly in water than in air. Significantly his findings contradicted the corpuscular theory but were in complete accord with the wave theory of light. "In 1850 Foucault joined the debate over the then-competing particle and wave theories of light. Arago had demonstrated in 1838 that a crucial test could be made by comparing the velocities of light in air and in a dense medium and he was experimenting to determine the velocity of light with a rotating-mirror method devised by Charles Wheatstone in 1834. Lack of success and ill health led Arago to pass the task on to Foucault in 1850. "Success came in the same year when Foucault observed a retardation of the velocity of light in water giving support to the wave theory. He then saw how the rotating-mirror method could be refined to measure the absolute velocity of light in a restricted space. Foucault overcame the technical problems and in 1862 obtained a value of 2.98 x 1010�centimeters per second the first accurate measure of this fundamental physical constant" Encyclopedia of World Biography.
