Comment un Etat moderne a-t-il pu procéder au meurtre systématique de tout un peuple pour la seule raison qu'il agissait de Juifs ? 2. Comment tout un peuple a-t-il pu se laisser détruire ? 3. Comment le monde a-t-il pu accepter cet holocauste sans y mettre fin ? » (p. 7). La première partie : « La Solution Finale », se veut une réponse à la première question. Après avoir étudié la pensée d'Hitler sur les Juifs, et, à l'arrière-plan, les racines profondes de l'antisémitisme allemand, elle montre comment, dès la prise de pouvoir, Hitler et les nazis organisèrent méthodiquement ce qui allait être les instruments de leur dessein : la législation anti-juive, d'une part, la création de la SS, d'autre part, à laquelle fut confiée la garde des camps de concentration - dont certains seront transformés, au moment de la guerre, en camps d'extermination. (...) La seconde partie : « L'Holocauste » retrace ce que furent la vie et la mort dans les ghettos de l'Europe, avant et surtout pendant la guerre. Contrairement à ce que l'on dit trop souvent, les Juifs ne subirent pas passivement le destin qui leur fut imposé. Victimes de la plus monstrueuse tyrannie jamais connue, ils tentèrent, de maintes façons, de s'organiser pour survivre. Comme le montre abondamment l'auteur, la vie quotidienne des ghettos fut, pendant des années, un combat incessant contre la misère, la faim, la déportation, la mort..." Lucy Dawidowicz, qui fut sans doute l'historienne de l'Holocauste dont l'œuvre a touché le plus grand nombre de lecteurs, insistait fortement sur l'antisémitisme allemand, introduisant ce leitmotiv avec une certitude caractéristique. Dans le chapitre d'introduction à son livre "The Holocaust and the Historians", elle accuse ses collègues d'avoir dénaturé le Troisième Reich. « La Judenfrage – la question juive – tenait toute l'Allemagne. L'héritage ancien de l'antisémitisme composé de préjugés chrétiens, de rivalités économiques et de jalousie sociale a été attisé par le racisme nazi. Chaque ville allemande, chaque bourg et chaque village se sont donnés à la question juive et aux Juifs avec une violence rampante et un légalisme méticuleux ». Dans son esprit, il n'y a aucun doute sur la « position centrale de l'antisémitisme dans l'attrait qu'a exercé Hitler sur les Allemands ». De même, il lui paraît évident que les idées du Fùhrer sur les Juifs « ont déterminé les mesures antijuives de la dictature allemande de 1933 à 1945, et [...] ont légalisé le meurtre des communautés juives d'Europe pendant la deuxième guerre mondiale »."
