The Committee on International Security and Arms Control CISAC is a standing committee of the National Academy of Sciences. CISAC was created in 1980 to bring the Academy's scientific and technical talent to bear on crucial problems of peace and security. This report was based on an exhaustive reexamination of the issues addressed tin the Committee's 1991 report on The Future of the U.S.-Soviet Nuclear Relationship. It describes the state to which U.S. and Russian nuclear forces and policies have evolved since the Cold War ended the reasons why further evolution is desirable and the shape of a regime of progressive constraints responses to these reasons. It concludes with a discussion of the conditions and means under which in the longer term it could becomes desirable and feasible to prohibit the possession of nuclear weapons altogether. ‎Collina Tom Z and The Arms Control Association Research Staff‎

‎The Unaffordable Arsenal; Reducing the Costs of the Bloated U.S. Nuclear Stockpile‎

‎Washington DC: The Arms Control Association 2014. Presumed First Edition First printing. Wraps. Very good. 2 30 pages. Tables. Graphs. This is and Arms Control Association Report. The author has most recently been associated with The Ploughshares Fund. As director of policy he brings 25 years of Washington DC experience in nuclear weapons missile defense and nonproliferation issues to Ploughshares Fund. He has worked extensively as a researcher analyst and advocate to strengthen the efforts to end US nuclear testing rationalize anti-missile programs extend the Nonproliferation Treaty and secure Senate ratification of the New START Treaty among others. Prior to joining Ploughshares Fund in 2014 Tom served as Research Director of the Arms Control Association. He was the Executive Director and Co-Founder of the Institute for Science and International Security and the Director of the Global Security Program at the Union of Concerned Scientists among other leadership positions. He has published widely in major magazines and journals and has appeared frequently in the national media. The Arms Control Association is a United States-based nonpartisan membership organization founded in 1971 with the self-stated mission of "promoting public understanding of and support for effective arms control policies." The report entitled "The Unaffordable Arsenal: Reducing the Costs of the Bloated U.S. Nuclear Stockpile" examines the role of the nuclear weapons arsenal in the Pentagon's current budget crisis. In it Collina argues that the military's budget crunch is not so much the result of low funding but a misallocation of what funding already exists. Rather than spending $355 billion on nuclear weapons over the next 10 years and up to $1 trillion over the next 30 military planners should use a portion of that money to fund the conventional forces supposedly starved for cash. The gratuitous size of America's nuclear weapons stockpile makes this not only a smart financial decision but a safe strategic decision as well. According analysis by Collina --who joined the Ploughshares Fund last month after five years as the Research Director of the ACA-- the U.S. should be able to save $70 billion over ten years through commonsense cuts across the triad and still deploy the 1500 warhead maximum allowed by the New START treaty. This recommendation follows three main principles: not replacing weapons systems prematurely not replacing weapons simply because they have been in the arsenal before and reevaluating whether the U.S. needs to maintain cold-war level nuclear capabilities. ‎Management and Disposition of Excess Weapons Plutonium; Executive Summary‎

‎Washington DC: National Academy Press 1994. Presumed First Edition First printing thus. Wraps. Very good. ix 1 31 3 pages. Within the next decade many thousands of U.S. and Russian nuclear weapons are slated to be retired as a result of nuclear arms reduction treaties and unilateral pledges. A hundred tons or more of plutonium and tons of highly enriched uranium will no longer be needed. The management and disposition of these fissile materials the essential ingredients of nuclear weapons pose urgent challenges for international security. This is the Executive Summary of the report which offers recommendations for all phases of the problem from dismantlement of excess warheads through intermediate storage of the fissile materials they contain to ultimate disposition of the plutonium. The study was chaired by Dr. Wolfgang Panofsky. All members who took part in the study unanimously endorsed this report. The Committee on International Security and Arms Control focused on the substantial security risks posed by excess nuclear weapons and materials. The committee examined the stages in the reductions process beginning with dismantlement of nuclear weapons continuing through intermediate storage of the fissile materials from those weapons and ending with long-term disposition of those materials. The committee focused specifically on the political and institutional context of these steps both nationally and internationally. The committee attempted to evaluate the consequences of each step for enduring stable nuclear arms reductions and for improving the prospects for nuclear nonproliferation. ‎Liebow Averill A. and Warren Shields and De Coursey Elbert‎

‎Pathology of Atomic Bomb Casualties‎

‎Ann Arbor MI: The American Journal of Pathology 1949. Reprint from The American Journal of Pathology 1949 Vol. XXV No. 5. Wraps. Good. 853-1027 1 pages. Footnotes. Illustrations some with color. Stamp of previous owner Donald J. Kimeldorf of the Naval Radiological Laboratory on front cover. Stamp and ink marks to front cover. Averill Abraham Liebow born in Austria was the "founding father" of pulmonary pathology in the United States. He started his career as a pathologist at Yale where he remained for many years. In 1968 he moved to the University of California School of Medicine San Diego where he taught as Professor and Chairman Department of Pathology. His studies include classic studies of lung diseases. Best known of these is his famous classification of interstitial lung disease. He also published papers on sclerosing pneumocytoma pulmonary alveolar proteinosis meningothelial-like nodules pulmonary hypertension pulmonary veno-occlusive disease lymphomatoid granulomatosis pulmonary Langerhans cell histiocytosis pulmonary epithelioid hemangioendothelioma and pulmonary hyalinizing granuloma . As a Lieutenant Colonel in the US Army Medical Corps He was a member of the Atomic Bomb Casualty Commission who studied the effects of the atomic bomb in Hiroshima and Nagasaki. The explosion of the atomic bomb produced mechanical thermal and ionizing radiation injuries. It is in the pathology of the last type that this long paper is mainly concerned because the mechanical and to a less extent the thermal injuries were not remarkable but those due to the ionizing radiation were. The thermal injuries merit attention because they were due to flash-burn. The stimulus was applied only for a very brief interval but the temperatures were extremely high. The spectrum of the heat rays resembled that of the sun but the exact composition of components was not available. It is stated that 95 per cent of people exposed within 1 200 yards died; those within 1 500-2 000 yards manifested burns up to the third degree with subsequent depigmentation of the skin; beyond 2 000 yards erythema and later increased pigmentation were the rule. Subsequent infection of the burned areas and keloid scar formation were notable features. Secondary burns from fires were also seen in large numbers. The effects of the ionizing radiations mainly X rays of varying energies and perhaps in some instances neutrons also resembled closely the lesions produced by X-rays applied to the whole body. ‎Global Security Engagement; A New Model for Cooperative Threat Reduction‎

‎Washington DC: The National Academies Press 2009. Presumed First Edition First printing. Trade paperback. Very good. xiv 165 1 pages. A Note on Terminology. Footnotes. Boxes. List of Acronyms. H.R. 1585. The government's first Cooperative Threat Reduction CTR programs were created in 1991 to eliminate the former Soviet Union's nuclear chemical and other weapons and prevent their proliferation. The programs have accomplished a great deal: deactivating thousands of nuclear warheads neutralizing chemical weapons converting weapons facilities for peaceful use and redirecting the work of former weapons scientists and engineers among other efforts. The programs must be expanded to other regions and fundamentally redesigned as an active tool of foreign policy that can address contemporary threats from groups that are that are agile networked and adaptable. Global Security Engagement proposes how this goal can best be achieved. To meet the magnitude of new security challenges particularly at the nexus of weapons of mass destruction and terrorism Global Security Engagement recommends a new more flexible and responsive model that will draw on a broader range of partners than current programs have. As the fall of the Soviet Union appeared eminent the United States and their allies began to worry about the concept that the nuclear weapons held in smaller countries by the Soviet Union could fall or would fall into enemy hands. The Cooperative Threat Reduction CTR Program was an initiative housed within the Defense Threat Reduction Agency. The CTR program is better known as the Nunn-Lugar Act based on the Soviet Nuclear Threat Reduction Act of 1991 which was authored and cosponsored by Sens. Sam Nunn and Richard Lugar. According to the CTR website "the purpose of the CTR Program is to secure and dismantle weapons of mass destruction and their associated infrastructure in former Soviet Union states." Another explanation of purpose of the program is "to secure and dismantle weapons of mass destruction in states of the former Soviet Union and beyond". CTR provides funding and expertise for states in the former Soviet Union including Russia Ukraine Georgia Azerbaijan Belarus Uzbekistan and Kazakhstan to decommission nuclear biological and chemical weapon stockpiles as agreed by the Soviet Union under disarmament treaties such as SALT I. ‎The National Academy of Sciences Committee on International Security and Arms Control‎

‎Monitoring Nuclear Weapons and Nuclear-Explosive Materials; An Assessment of Methods and Capabilities‎

‎Washington DC: The National Academies Press 2005. Presumed First Edition First printing. Trade paperback. Very good. xv 1 250 pages. Footnotes. Illustrations figures tables and boxes. Acronyms. Biographical Sketches of Committee Members. Cover has slight wear and soiling. Among the members were: John Steinbruner Susan Eisenhower Richard Garwin Rose Gottemoeller Spurgeon Keeney Albert Narath and Wolfgang Panofsky. In the United States and many other countries policy-makers are working to minimize the proliferation of nuclear weapons prevent terrorists from acquiring them and reduce the risks posed by existing nuclear arsenals. A new report from the National Academy of Sciences addresses the technical and institutional approaches and capabilities in transparency and monitoring that could be applied to any or all of these goals. The report does not analyze or make recommendations about the choices in U.S. nuclear weapon and nonproliferation policies or priorities that will continue to shape the context within which such approaches and capabilities might be applied. Save Cancel Bottom of Form 1 dressed not only nuclear issues but also those connected with chemical and biological weapons space weaponry and national missile defense and conventional forces and the arms trade. The year 2005 marked the 25th anniversary of the creation of the Committee on International Security and Arms CISAC by the National Academy of Sciences NAS. CISAC was formed at a time when the risks to the world from nuclear weapons seemed to be increasing. During a time of extraordinary tensions in U.S.-Soviet relations CISAC provided a nongovernmental channel of communication between Soviet and American scientists as a vehicle for exploring ways to reduce nuclear dangers. For several years the private off-the-record dialogue between CISAC and its Soviet counterpart group was one of the few links through which well-informed policy-connected individuals on the two sides could interact to pursue solutions to key technical problems related to nuclear arms control. Even after formal U.S.-Soviet arms control negotiations resumed the CISAC-initiated dialogues continued to be invaluable offering a vehicle for "back channel" discussions that were both less constrained and more analytical than those being pursued officially. In the 25 years since it was founded CISAC has broadened its efforts to include: bilateral dialogues and related workshops with similarly constituted groups in China and India; bilateral and multilateral meetings with European academies; the conduct of major studies of security and arms control problems and policies; the instigation of additional studies by specially constituted panels within the National Academies; and the organization of symposia and workshops to inform Academy members the wider technical community and the public at large about key issues at the intersection of science and technology with international security. ‎Global Security Engagement: A New Model for Cooperative Threat Reduction‎

‎Washington DC: The National Academies Press 2009. Prepublication copy. Trade paperback. Very good. Footnotes. Tables. Figures. References. Acronym List. xiv 132 p. Illustrations. With press release notes laid in with ink notations. A Note on Terminology. Author continues; "Committee on Strengthening and Expanding the Department of Defense Cooperative Threat Reduction Program." The government's first Cooperative Threat Reduction CTR programs were created in 1991 to eliminate the former Soviet Union's nuclear chemical and other weapons and prevent their proliferation. The programs have accomplished a great deal: deactivating thousands of nuclear warheads neutralizing chemical weapons converting weapons facilities for peaceful use and redirecting the work of former weapons scientists and engineers among other efforts. Originally designed to deal with immediate post-Cold War challenges the programs must be expanded to other regions and fundamentally redesigned as an active tool of foreign policy that can address contemporary threats from groups that are that are agile networked and adaptable. As requested by Congress Global Security Engagement proposes how this goal can best be achieved. To meet the magnitude of new security challenges particularly at the nexus of weapons of mass destruction and terrorism Global Security Engagement recommends a new more flexible and responsive model that will draw on a broader range of partners than current programs have. The White House working across the Executive Branch and with Congress must lead this effort. From Wikipedia: "The Cooperative Threat Reduction CTR Program occasionally known as Nunn Lugar based on a 1992 U.S. law sponsored by Senators Sam Nunn and Richard Lugar is an initiative housed within the Defense Threat Reduction Agency DTRA. According to the CTR website "the purpose of the CTR Program is to secure and dismantle weapons of mass destruction and their associated infrastructure in former Soviet Union states." CTR provides funding and expertise for states in the former Soviet Union including Russia Ukraine Georgia Azerbaijan Belarus Uzbekistan and Kazakhstan to decommission nuclear biological and chemical weapon stockpiles as agreed by the Soviet Union under disarmament treaties such as SALT II. Under the scrutiny of American contractors nuclear warheads would be removed from their delivery vehicles then decommissioned or stockpiled at designated sites in Russia. In recent years the CTR program has expanded its mission from WMD at the root source to protecting against WMD "on the move" by enhancing land and maritime border security in the Former Soviet Union." ‎Dead Languages‎

‎Saint Paul MN: Graywolf Press 1998. Reprint paperback edition. First printing stated. Trade paperback. Very good. Signed by author. Cover has slight wear and soiling. First edition. Trade paperback Glued binding. 246 p. Graywolf Rediscovery. From Wikipedia: "David Shields born July 22 1956 is an American author of nonfiction and fiction although much of his work resists generic classification. Shields born in Los Angeles in 1956 graduated from Brown University in 1978 Honors in English Literature magna cum laude Phi Beta Kappa. In 1980 he received an MFA in Fiction with honors from the University of Iowa Writers' Workshop. Shields' first novel Heroes was published in 1984. From 1985 to 1988 he was a visiting assistant professor at St. Lawrence University in Canton New York. In 1989 he published his second novel Dead Languages a book about a boy who stutters so badly that he worships words. Shields' third book Handbook for Drowning: A Novel in Stories 1992 marked the beginning of his shift from traditional literary fiction toward collage the blurring of genres essay and autobiography. This shift continued and deepened in such books as Remote: Reflections on Life in the Shadow of Celebrity 1996 Black Planet: Facing Race During an NBA Season 1999 Enough About You: Notes Toward the New Autobiography 2002 and The Thing About Life Is That One Day You'll Be Dead 2008. Shields' next book Reality Hunger: A Manifesto Knopf 2010 argues for the obliteration of distinctions between genres the overturning of laws regarding appropriation and the creation of new forms for a new millennium. Shields is Milliman Distinguished Writer-in-Residence at the University of Washington. He is also a member of the faculty in the Warren Wilson College MFA Program for Writers. His work has been translated into twenty languages. Shields lives in Seattle with his wife and daughter. Much of Shields' work embodies and enacts a critique of traditional categories within art and culture such as the boundary between fiction and nonfiction; for instance in Reality Hunger in which he argues for the abandonment of the traditional novelistic form because of its inadequacy in dealing with what he views as an increasingly fragmentary culture. Shields writes "I find it very nearly impossible to read a contemporary novel that presents itself unselfconsciously as a novel since it's not clear to me how such a book could convey what it feels like to be alive right now." In its place he advocates "collage" forms such as the lyric essay prose poetry and the "anti-novel built from scraps." Shields' books have generally been published to wide acclaim."
