Maurice O'Connell Irish politician. Two Autograph Letters the first signed and the second in the third person to the Postmaster General the Earl of Lichfield recommending individuals for employment in the Post Office.
Both from 16 Pall Mall London. June 1838 and June 1840. The two letters are in fair condition lightly aged and soiled. ONE: 'Friday' docketed date June 1838. 2pp. 12mo. Applying for 'the Post of Guard to Any of the Roads' on behalf of 'James Poyntz of Tralee'. On the reverse Lichfield has written 'sorry cannot'. TWO: 'Friday' docketed date 19 June 1840. 2pp. 12mo. 'Mr Maurice O'Connell presents his Compliments to Lord Lichfield and begs to recommend bearer John Keating for employment as a Letter Carrier - Mr M O'C will feel much obliged by Keating's appointment'. Sentieri interrotti della legalità. La decostruzione del diritto amministrativo
br. Questo saggio si interroga sullo stato del principio di legalità (quello che informa l'attività della pubblica amministrazione ed è il pilastro del diritto amministrativo) nella vita del nostro ordinamento. L'autore individua alcuni "attentati" a quel principio, in particolare nel rapporto fra potere legislativo e potere esecutivo, dove il primo tende a sostituirsi al secondo. Dovendo distribuire risorse rese scarse dai patti di stabilità comunitari, il Parlamento cede spesso e volentieri alla tentazione delle leggi-provvedimento, destina cioè direttamente le risorse saltando l'intermediazione della PA, venendo meno al principio della imparzialità amministrativa. Costretto a privatizzare sempre per rispettare i patti di stabilità, il Parlamento cerca di non perdere la "presa" su organizzazioni che, almeno formalmente, ha privatizzato, inventandosi il "diritto privato speciale", una sorta di riserva di potere ancora pubblico nascosto sotto apparenti rinvii all'autonomia privata. Ulteriori attacchi alla legalità amministrativa, e perciò alla garanzia del cittadino, vengono ormai da più parti: oltre che dal legislatore, dagli interpreti che teorizzano improponibili sistemi alternativi o che dissimulano dietro teorie "più avanzate" la ricomparsa di poteri liberi, e perciò arbitrari, e anche da qualche giudice (con particolare frequenza quello penale), che anziché ergersi a custode della legalità preferisce sostituirla con una sua "legalità" alternativa.

The Offence charged does not come either within The Letter or The Spirit of my Act. I am only vexed that you have had so much Trouble.' Taylor's connection with the Metropolitan Paving Act of 1817 led to it being referred to as 'Michael Angelo Taylor's Act' but it is unclear which act he is referring to in this letter. Parliament Midwives Bill. A Bill to secure the better training of Midwives and to regulate their practice Bill 8 8pp. foliostapled as issued London Ordered by the House of Commons to be Printed 2 February 1890. This bill focuses on the introduction and development of midwifery education and training during the last decades of the 19th century. an Act of Parliament of the Parliament of the United Kingdom in force from 1 April 1903 and repealed in 1951.<br/><br/>It regulated the profession of midwifery requiring certification for midwives and providing a penalty for any woman practising midwifery without certification with the exception of legally qualified medical practitioners or those giving assistance in emergencies. However it emphasised that this certification was not certification as a "medical practitioner" nor did it give standing under the Medical Acts. The Act established a Central Midwives Board which would regulate the issue of certificates and keep a central register of midwives as well as regulating any courses of training or examinations providing a means for the suspension of practitioners and generally supervising the effective running of the profession. Power to supervise midwives on the local level was given to county and borough councils who were to report any suspected malpractice to the Board along with the name of any practising midwife convicted of an offence and generally to keep records of the local practitioners. These powers could be delegated to a district council or London metropolitan borough councils. unknown books
