De stadsbesturen van Haarlem, Leiden, Delft, Amsterdam, Gouda, Rotterdam en Schiedam was er in de achttiende eeuw veel aan gelegen hun publieke bouwwerken optimaal te beheren. De stevige concurrentie tussen de verschillende steden vroeg om voortdurende investeringen. Hoewel dit niet voor elke stad eenvoudig was, moest de facade van macht en welvaart altijd overeind blijven.
