Hoewel dit niet voor elke stad eenvoudig was, moest de facade van macht en welvaart altijd overeind blijven. Liet de groeiende economie van Rotterdam en Schiedam belangrijke verbeteringen van het stadsbeeld toe, steden als Leiden, Haarlem en Delft zagen zich juist geconfronteerd met diepgaande economische problemen en alle (ruimtelijke) gevolgen van dien. Publieke bouwwerkzaamheden bleken zeer fraudegevoelig. Stadsbesturen zochten de oplossing onder andere in verbeterde aanbesteding en het benoemen van hoogopgeleide bouwkundig functionarissen. De publieke architectuurontwikkeling in de achttiende eeuw is tot op heden weinig belicht. Ten onrechte, want binnen de stadsbesturen en stedelijk bouwbedrijven bestond voortdurend aandacht voor verbetering van de publieke ruimte en voorzieningen. Achter de facade van de Hollandse stad brengt de organisatie van de stedelijk bouwbedrijven en de verantwoordelijke bouwkundigen in beeld en beschrijft, geillustreerd met talrijke oorspronkelijke bouwtekeningen, belangrijke architecturale, stedenbouwkundige en waterstaatkundige projecten uit de achttiende eeuw.
