Bishop was a Jeffersonian and outspoken anti- Federalist which made him an unusual figure in Connecticut politics. "Learning that he would give this Republican campaign speech as the Phi Beta Kappa orator the Yale Corporation withdrew Bishop's invitation. Speaking to 1500 people at a local meeting-house Bishop in rousing rhetoric denounced the state and national Federalist party for its leadership social assumptions and class prejudices. He argued that the Federalists were deluding the people in order to enslave them under a monarchy and castigated the union of church and state in Connecticut charging the clergy with preaching Federalist propaganda. The general tenor of it especially that part which treats of the Chancery powers of our Courts will be found applicable to the cases of all who have suffered by any kind of Land Speculation." From Wikipedia; The Yazoo land scandal Yazoo fraud Yazoo land fraud or Yazoo land controversy was a massive real estate fraud perpetrated in the mid-1790's by Georgia governor George Mathews1 and the Georgia General Assembly. Georgia politicians sold large tracts of territory in the Yazoo lands in what are now portions of the present-day states of Alabama and Mississippi to political insiders at very low prices in 1794. Although the law enabling the sales was overturned by reformers the following year its ability to do so was challenged in the courts eventually reaching the US Supreme Court. In the landmark decision in Fletcher v. Peck 1810 the Court ruled that the contracts were binding and the state could not retroactively invalidate the earlier land sales. It was one of the first times the Supreme Court had overturned a state law and it justified many claims for those lands. Some of the lands sold by the state in 1794 had been shortly thereafter resold to innocent third parties greatly complicating the litigation. In 1802 because of the ongoing controversy Georgia ceded all of its claims2 to lands west of its modern border to the U.S. government in exchange for which the government paid cash and assumed the legal liabilities. Claims involving the land purchases were not fully resolved until legislation passed in 1814 established a claims-resolution fund. The Yazoo land fraud is often conflated with the Pine Barrens speculation another land scandal which took place in east Georgia at about the same time. In this case the state's high-ranking officials were making multiple gifts of land grants for the same parcels resulting in the issuance of grants totaling much more land than was available in the state of Georgia. The introduction states "This Pamphlet is an.answer to the 'State of Facts' published by the Georgia Companies. It contains the outlines of the present state of the Georgia business and a brief sketch of the arguments on both sides with such Commentaries as the compass of the work would allow." Georgia's Companies had issued their defense in 1795. See Howes G126. Georgia had granted four land companies the right to buy what later became Mississippi and Alabama for a half million dollars. Virtually the entire Georgia legislature was bribed. Enraged Georgia's Crawford-Jackson political faction spearheaded the election of a new legislature the next year which rescinded the grant. A State constitutional amendment ratified the rescission. Bishop says Georgia's land grant is void: in addition to the rampant fraud Georgia had never acquired title to the lands which belonged to the resident Creeks Chickasaws and Choctaws. But the Companies had nevertheless made many sales of the lands to settlers and speculators. These purchasers known as the 'Yazoo Claimants' disputed Georgia's rescission. In 1810 after years of litigation the U.S. Supreme Court decided Fletcher v. Peck the landmark case construing the Constitution's prohibition on a State's impairment of the obligations of a contract.
