Bifolium with three pages of text with title on reverse of second leaf printed crosswise for folding into packet. In good condition lightly aged and worn. The first page is headed 'Collier Dock - Isle of Dogs' followed by a list in two columns of the twenty-four directors and solicitor's details. The 'Meeting of the Proprietors' was held at the London Tavern Bishopsgate Street 5 April 1827 and there was only one topic. A report having been presented to 'the Proprietors' by a select committee 'comprising the result of the enquiry then instituted as to the objects and capablilities of the proposed Dock . the Directors ascertained and were advised that no farther or conclusive measure could be adopted by them until the full capital of £600000 required by the Act should be subscribed'. Four-fifths £480000 had already been subscribed but on a request for a new subscription for the balance 'The answers received to such letters contained in very few instances only and to a small amount in the whole offers of an increased subscription; the majority returned no answer whatever; and many expressed a wish to be released from their engagement in consequence of the remedial clause having been withdrawn alleging that but for the expectation of that clause constituting a part of the Act they would never have taken any interest in the concern.' The third page carries the meeting's resolutions and is signed in type by Byng as Chairman and Baker as Acting Secretary. At the foot of the page is an 'Abstract of the Cash Account'. Capper's 'Port and Trade of London' 1862 deals with the scheme as follows: A public “Collier Dock†in the Isle of Dogs was about the same time projected and strongly advocated by one of the then harbour-masters of the Port of London Mr. Charles Rowland. A very strong direction was formed for the promotion of this dock. Mr. George Byng the member for Middlesex was chairman; Mr. Wm. Mellish deputy-chairman; Mr. Astell the East Indian director Sir Edward Banks Mr. Barnard banker Sir James Cockburn Sir Edward Codrington Sir John Scott Lillie Sir John Lubbock Mr. J. Lewis Minet Mr. J. P. Muspratt Sir J. D. Paul Mr. Pitcher Mr. Prescott Mr. Tooke Sir J. Rae Reid and Mr. A.W. Robarts were among the directors and auditors. Supported by such influence it might have been assumed that this project could not fail of successs; but the company fell to the ground.' No other copy traced either on OCLC WorldCat or on COPAC. W. Printed on both sides of a 4to 28 x 22.5cm leaf of semi-opaque paper. Both sides with oval purple stamp of 'J. Blanch & Son 29 Gracechurch St. London Gun Makers'. In good condition on lightly-aged paper with one dog-eared corner and a tiny nick at foot folded three times. An attractively-produced item with specifications and text printed in small type. Engraving of a bullet in top right-hand corner of first page with the Colt prancing horse at top left also a small engraving of the rifle with a larger one by R. M. Smart showing how 'To Charge the Magazine'. Engraving of cross-section of the workings of the rifle on the second page. The text on the first page begins: 'This rifle possesses peculiar advantages in weight and calibre for small game and target practice. The materials are the best and the workmanship of the highest order. The cuts and description of this rifle show that the breech-action is simpler and more perefect than any other in the market making the rifle absolutely safe against accidental explosion; and the left-handed method of handling ensures teh easiest manipulation of the gun.' The second page begins: 'This rifle differs from the LIGHTNING RIFLES of larger calibres in several important features which make it particularly convenient for the use of long and short .22 calibre cartridges promiscuously in the magazine.' A dedicated book collector he is best known to historians for assembling the notable "Manley Sims Collection" of rare books and Etoniana which he donated to his alma mater Eton College.Born on June 19th 1841 at Stoke-by-Nayland Suffolk the son of the Rev Frederick Sims Rector of West Bergholt Essex and Fellow of Exeter College Oxford. He spent his early life in Suffolk and was educated at Colchester Grammar School. Shortly before he was 16 he was apprenticed to the then well-known practitioner Thomas Young of Sackville Street W and soon entered as a student at St George's Hospital. Rising very early - at five o'clock every morning - he studied medicine and modern languages before beginning the work of the day with his principal and was thus able to carry off all the prizes at his hospital where he was appointed House Surgeon and afterwards Demonstrator of Physiology. He started practice in Down Street Mayfair and in 1870 joined partnership with William Fuller of 111 Piccadilly whose niece he married in 1875. In 1884 on the virtual retirement of William Fuller he was joined in partnership by H Roxburgh Fuller of Curzon Street who remained with him to the end.Manley Sims became a most fashionable physician with probably the largest West-End practice and his life was one of tireless labour. As of old he rose very early and was often on his rounds in his brougham before breakfast. He was seldom in bed after 5.30 am whatever the duties of the previous night had been and during the whole of this enormously long working day his powers of close attention accurate insight and sympathy remained unabated. It is to his credit that he was very helpful and generous to poor patients and possessing as he did the ear of a wealthy and influential clientele he could often contrive a scheme of assistance in cases of sickness and misery that was practical besides being well meant. To do so was the greatest possible source of pleasure to him.
