Tozzi believed to be the Louis Tozzi who received a BS in EE from Newark College of Engineering in 1950 and the Ph.D. in EE from the University of Maryland in 1970. He went to work for the Ordnance Development Division of the National Bureau of Standards NBS in Washington DC. The Ordnance Development Division was transferred from NBS Department of Commerce to the Department of the Army in 1951 and became the Diamond Ordnance Fuze Laboratory and later the Harry Diamond Laboratories. During the period from 1950 through September 1986 Louis Tozzi was employed by the Harry Diamond Laboratories and its predecessor organizations where the major focus of his work was in research and development of proximity and radar fuzing systems and applicable counter-countermeasure techniques. Before his retirement from government service in 1986 he also served as Acting Director of the Harry Diamond Laboratories. This is volume 8 of the famed Radiation Laboratory Series. In the engineering application of low-frequency currents an important step forward was the development of the impedance concept and its utilization through the theory of linear networks. It was almost inevitable that this concept would be generalized and become useful in the application of microwaves. This volume is devoted to an exposition of the impedance concept and to the equivalent circuits of microwave devices. It is the intention to emphasize the underlying principles of these equivalent circuits and the results that may be obtained by their use.
