An Act for the setling of the postage of England Scotland and Ireland. At the Parliament begun at Westminster the 17th day of September Anno Domini 1636.
London: printed by Henry Hills and John Field printers to His Highness the Lord Protector. 1657. folio 2 8 2pp. with a woodcut of the Commonwealth arms on title-page and with the final blank C2 well bound recently in cloth spine gilt lettered. A fine crisp copy with good margins. First edition. A key document in the history of the Post Office in Britain in 1653 the posts had been farmed to Captain John Manley for two years at �10000 a year. 'In 1654 Manley's title was confirmed by Act of Parliament which was the first Act dealing directly with postal affairs. In September 1655 by order of the Council of State the direction of the posts was entrusted to Mr. Thurlie Secretary of State at the same payment. The change of management was followed in 1657 by an important step in advance. This was the passing of an Act of Parliament entitled 'An Act for setling of the Postage of England Scotland and Ireland' thus giving legislative sanction for what had previously only rested on Orders in Council. At the Restoration the 'pretended Act' as it was then called was replaced by another but that of 1660 was little more than a re-enactment of the previous one. Virtually it is to the Act of 1657 that the General Post Office owes its origin although the Act of 1660 as being unimpeachable has been commonly called its charter.' C.F. A report from the Post-Master General and Connecticut native Gideon Granger decrying the discrepancy in income versus revenue along the post roads. The two large folding tables illustrate the post-master's point offering hard data on specific post roads from Worcester to Knoxville and numerous points in between. "Granger used his Connecticut connections to keep Jefferson informed of secessionist plots and other facets of New England politics. He used his postal connections to keep a close watch on Aaron Burr's devious machinations in the West" - ANB. The present report includes a bevy of data from these key western routes. Rare. Gideon Granger 1767-1822 provides information on what would be involved in terms of costs for carrying mail between Fayetteville North Carolina to Charleston South Carolina. Granger born in Connecticut and a Yale graduate would become the Post-Master General under President Thomas Jefferson. While he would fail in a congressional bid in 1798 he would eventually serve in the New York Senate in 1820-1821. ANB.

This work contains a massive amount of information relating to using railroads to transport mail across the continent. As part of the analysis in supporting railway mail service the special commission provides charts that show profits and expenses for 114 railroad companies and postal statistics between 1789 and 1877. The costs relating to delivering mail by rail are shown in a few ways including the transport costs per foot of train. The two large folding tables illustrate the post-master's point offering hard data on specific post roads from Worcester to Knoxville and numerous points in between. "Granger used his Connecticut connections to keep Jefferson informed of secessionist plots and other facets of New England politics. Dickey who had a contract to deliver the mail from Maysville Ky. to Lexington Ky. -- but the contract was annulled in Mr. Dickey's view without sufficient cause. This is the committee report which ultimately recommends that the government give Mr. Dickey back pay. According to the report Mr. Dickey delivered the mail by means of a four horse post-coach. .
