‎Royal Navy: British Acts of Parliament‎

‎COLLECTION OF EIGHT GENERAL ACTS OF THE BRITISH PARLIAMENT RELATING TO THE ROYAL NAVY 1734 - 1762‎

‎London 1762. Eight separate imprints. Dbd. Minor edge wear and toning. Generally very good to near fine condition. In a blue cloth slipcase gilt. A nice collection of British Acts of Parliament relating to the Royal Navy or related seagoing activities. The dominance of the British Royal Navy was unquestioned from the late 1600s until well into the 20th century. These mid 18th-century acts were printed at a time when the British Navy was swiftly ascending to the peak of its power through superior financing tactics training organization population support hygiene dockyard facilities logistical support and warship design and construction. By the early 19th century the British Navy saw little action mainly due to the lack of a worthy adversary. Each of these titles is rare with between one and four copies listed in institutions in ESTC.

The separate imprints included here are as follows:

1 AN ACT TO SETTLE HOW FAR OWNERS OF SHIPS SHALL BE ANSWERABLE FOR THE ACTS OF THE MASTERS OR MARINERS drop title. ESTC N51525.

3 AN ACT FOR THE FURTHER REGULATING AND BETTER GOVERNMENT OF HIS MAJESTY'S NAVIES SHIPS OF WAR AND FORCES BY SEA; AND FOR REGULATING THE PROCEEDINGS UPON COURTS MARTIAL IN THE SEA SERVICE drop title. ESTC N52775.

5 AN ACT FOR AMENDING EXPLAINING AND REDUCEING INTO ONE ACT OF PARLIAMENT THE LAWS RELATING TO THE GOVERNMENT OF HIS MAJESTY'S SHIPS VESSELS AND FORCES BY SEA drop title.

Folio. Later speckled calf maroon gilt morocco label spine gilt. Covers with slight wear and scuffing at extremities. Faint dampstain in lower margin. Occasional contemporary manuscript notes and marks. Overall internally clean. Very good. A comprehensive list of rules addressed to ship captains governing the proper provisioning of Spanish vessels based in Sicily and Naples both then under Spanish rule. The text includes a bevy of rules expense guidelines and more and offers a fine window into the near-obsessive attention to detail that marked the administration of the Spanish military at the peak of its powers.

Of particular interest are several pen and ink sketches that include tools a ship in dry dock and storage bins as well as two much larger harbor plans of Palermo and Naples. Each drawing is keyed to a printed description of the location and shows fortifications lookouts and in the case of Naples dormitories. These are charming and well accomplished.

Good evidence of the Spanish navy at work at the height of empire with rules which certainly applied to vessels in the Americas as well. Extremely rare. Por la viuda de Alonso Martini unknown books‎

Some scuffs and abrasions but otherwise in good condition.

Iconic map of the impressive terrain below the ocean surface showing fracture zones trenches rift valleys and undersea mountain ranges including the immense Mid-Oceanic Ridge. Geological features above and below the ocean are labeled with heights and depths indicated. The work was produced from thousands of sonar images. Bathymetry is the study of underwater depth of ocean floors or lake floors equivalent to hypsometry or topography. This edition with Editions Pierre Charron produced with the American Geographical Society.

Marie Tharp 1920-2006 was a prominent American oceanographic cartographer and geologist whose work was incredibly important to modern earth science and to the advancement of women in the field. The discovery of the Mid-Atlantic Ridge and our modern understanding of plate tectonics and continental drift has been attributed to Tharp - although at the time she was often uncredited for her work. Bruce Charles Heezen 1924 %u2013 1977 was an American geologist. Under Tharp's influence he gave up the idea of an expanding earth for a form of continental drift. Tharp was Heezen's assistant while he was a graduate student. When she showed Heezen that her plotting of the North Atlantic revealed a rift valley Heezen dismissed it as "girl talk". She persisted and they eventually discovered that not only was there a North Atlantic rift valley but a mountain range with a central valley that spanned the earth. ‎Navy Department Dickerson Mahlon‎

‎Autograph Letter Signed "Secy. Mahlon Dickerson" to Nicholas Biddle President of the Bank of the United States responding to Biddle's proposal to make funds available for Navy Pensions‎

‎Washington D.C. 1837. 1-1/2 pages pen and ink on paper. Folio. Old folds else fine. 1-1/2 pages pen and ink on paper. Folio. A PROPOSAL TO FUND NAVY PENSIONS. A chronicle of the short-lived Bank of the United States and its continued involvement in US Navy pensions.

After the demise of the Second Bank of the United States in 1836 a result of the historical "Bank War" between US President Andrew Jackson and Bank President Nicholas Biddle Biddle attempted to resuscitate the institution as a commercial bank chartered by the State of Pennsylvania. The former bank's stock holders except the US government voted to transfer the old bank's assets and liabilities to the new bank which made it difficult to disentangle the dealings of the defunct bank with the newly state-chartered bank. This letter from Secretary of the Navy Mahlon Dickerson discusses arrangements for The Bank of the United States to fund Navy Pensions and is an example of it's continued involvement with the US Government after the Second Bank of the United States charter had expired. Reading in part:

"I have received your letter of the 19th inst. and agree to the arrangement you propose that for the funds you may place at the disposal of this department for the payment of Navy Pensions credit shall be given on the Bond from the Bank of the United States chartered by the Legislature of Pennsylvania to the United States."

Written at the onset of the Panic of 1837 Biddle would fail to replicate the success he experienced as President of the Second Bank of the United States and resigned as President in 1839. The Bank of the Unites States failed in 1841. Biddle faced financial ruin and was arrested for fraud but was acquitted before his death in 1844.

Born in Hanover Township New Jersey Mahlon Dickerson 1770-1853 was a cavalry veteran of the Whiskey Rebellion who would go on to be elected Governor of New Jersey serve as US Senator receive two appointments as Secretary of the Navy and be confirmed as a judge for the United States District Court of New Jersey. unknown books‎

Confed. ship attempting to run the Mississippi River blockade at the close of the war. Here a Union sailor describes one of the last naval incidents of the war in which the CSS Webb made a desperate run down the Red River and the Mississippi in a bid for the open ocean before finally being scuttled by its crew past New Orleans. The unidentified author devoted most of his long letter to a description of the pursuit: "There has been a very dareing sic deed committed on this river since I wrote. All the men of war below us fired at her but did not hit her. She was going down the river at the rate of 30 miles an hour. There was a torpedo projecting from her bow. . . . ‎An Enquiry into the Conduct of Captain MostyN. Being remarks on the minutes of the Court-Martial . By a Sea Officer‎

‎London: for W. Webb 1745. First edition. 2 29 1 pp. 1 vols. 8vo. Disbound but sewing intact. Title a bit soiled but clean overall. First edition. 2 29 1 pp. 1 vols. 8vo. According to the DNB "In December 1743 Captain Savage Mostyn was appointed to the Suffolk which was on 24 February 1744 one of the fleet with Sir John Norris off Dungeness. In April he was moved to the Hampton Court one of four ships which on 6 January 1745 fell in with two French ships of the line off Ushant. Two of the English ships the Captain and the Sunderland parted company. The Hampton Court and Dreadnought continued the chase; but although Mostyn's ship came up with the French it could not engage without the assistance of the Dreadnought and the two Frenchmen got safely into Brest."

Mostyn was brought up for court martial and acquitted but his conduct became an object of popular and official scorn -- this heavily critical pamphlet is usually attributed to Admiral Vernon. ESTC T39592

Three important pamphlets relating to the trials of Admiral Mathews and Lestock which resulted from their engagement with the French and Spanish fleet near Toulon in February 1744. "The battle was highly discreditable to the British fleet and not very honorable to their opponents but it is of the highest historical importance in the history of the navy. It marked the lowest pitch reached in discipline and fighting and efficiency by the fleet in the 18th century and it had a very bad effect in confirming the pedantic system of tactics set up by the old Fighting Instructions . " - Encyclopedia Britannica 11th ed. To the puzzlement of many Lestock who was second in command and who kept his distance from the battle was acquitted; while Mathews who engaged the enemy however confusedly was censured and discharged from the service. ‎Considerations on the Principles of Naval Discipline and Naval Courts-martial; In which the Doctrines lately laid down in the House of Commons upon those subjects are examined and the conduct of the courts-martial on Admiral Keppel and Sir Hugh Palliser are compared‎

‎London: Printed for J. Almon and J. Debrett 1781. First edition. A2 B-2B4. 4 190 2 ad pp. Errata leaf follows title page. 1 vols. 8vo. Uncut in later drab wrappers chipped and torn lower wrapper especially. Title leaf soiled with abrasion costing four letters in first line. Some old folds and minor soiling bottom corner of last leaf crumpled. First edition. A2 B-2B4. 4 190 2 ad pp. Errata leaf follows title page. 1 vols. 8vo. Courts Martial of Keppel & Palliser during the American Revolution. Written by Thomas Lewis O'Beirne 1748-1823 the Anglican divine whose first publication was the sermon he preached "An excellent sermon preached in St. Paul's Church New-York" NY 1776 as chaplin in Lord Howe's fleet at St. Paul's Chapel in New York after the disastrous fire in New York City of September 21 1776 probably set by Patriot arsonists. Upon his return to England in 1779 O'Beirne wrote a defense of Howe in "A Candid and Impartial Narrative of the Transactions of the Fleet ." L. 1779 and became more and more allied with the Whig party.

This is his defense of Admiral Keppel in the politically charged dispute with Sir Hugh Palliser and Lord Sandwich over their actions in the engagement with the French fleet off the coast of Brest in July 1778. Charges and counter-charges flew over that indecisive and costly encouter Kessel being accused "misconduct and neglect of duty" and of not having done enough to finish off the crippled French fleet. Indeed a claim was made at the time "that had the French been defeated at the time a diplomatic mission to America giving them the opportunity to abandon the French treaty would not have failed" DNB Palliser on the other hand was accused of neglecting to obey an order to come to the support of the rest of the fleet. The dispute ultimately resulted in court-martials of both men resulting in the acquittal of each although Palliser was censured and ruined while Keppel refused to serve under the current Ministry.

"The whole episode had severely weakened the standing of the Navy. Keppel asked not be sent to sea under the current Ministry and so the Admiralty retired him which led to a general resignation by his naval supporters depriving the Navy of many able officers in the continuing war against America." - DNB

The first edition of O'Beirne's account of the two court martials although well represented in institutions is rare on the market; and only one copy of the 2nd edition has appeared at auction over the last 30 years.
