Während und neben seiner Tätigkeit als Buchverkäufer, Herausgeber, Historiker, Versicherungsagent, Lehrer und Übersetzer gab er mehr als zwei Dutzend Monographien heraus, darunter umfangreiche Beiträge zur Geschichte von Pennsylvania und den Vereinigten Staaten. Rupp wurde in eine Bauernfamilie geboren. Sein Großvater Jonas Rupp war 1751 aus Reihen bei Sinsheim nach Pennsylvania emigriert; seine Eltern waren Georg Rupp und Christina Boeshor. Nach einer lebensbedrohlichen Erkrankung wollte er Mediziner werden und bildete sich als Autodidakt in den historischen und literarischen Fächern aus und konnte so später als Lehrer und Übersetzer arbeiten. 1827 heiratete er Caroline Aristide, mit der er 1877 Goldene Hochzeit feiern konnte. Sein Berufsweg führte ihn 1827 nach Harrisburg. In Pennsylvania unterstützte er 1828 die Präsidentschaftskandidatur von John Quincy Adams. Vor 1830 zog er nach Montgomery in Ohio, dann vor 1833 nach Silver Spring in Pennsylvania, von dort um 1842 nach Lancaster, vor 1860 weiter nach Jonestown und schließlich 1860 nach Philadelphia, wo er bis zu seinem Tod lebte.
