They were to be enforced with tact and judgment. Copies of these regulations are increasingly scarce and copies with the amendments/changes laid in are increasingly rare. For those interested in understanding significant changes that occur between major reissuances of federal regulations the availability of a dozen changes that were made over about a decade provides a roadmap of sorts to understanding the drivers of change as well as the documentation of specific regulatory changes.
