States that the decree of 14 January 1622 which ordered government officials to report all their goods before taking up office is to apply to all ministers of justice administration and the treasury whether or not their title was specifically mentioned in the earlier decree.This was perhaps an attempt to stop government officials from extorting goods and funds from those in their jurisdiction. Sixteen-year-old Philip IV had succeeded to the throne less than a year before; he was relying heavily on the Conde-Duque de Olivares to advise him how to take control of his kingdom and how to wage what became the Thirty Year's War which Spain entered in 1621. Minor stains and foldlines. Overall in good condition. Old manuscript notes in ink date of decree and old foliation. 4 ll. This decree of 8 May 1622 forbids Philip's subjects from the Infantes and Duques to universities government officials and the common man to enter into secret agreements or confianzas for the purpose of escaping taxation. These were clandestine arrangements where money or goods were given by the owner to a third party to hold in trust the process being overseen by a member of the ministry or other official in that jurisdiction. The penalty for for entering into such an agreement depended upon one's rank and whether the purpose of the confianza was to defraud others or to support enemies of the Spanish crown. For example Ministers of the Exchequer were subject to the complete loss of whatever properties or monies were part of any furtive agreement. Bankers and lower-ranking clerks of the Exchequer were fined 500 ducats. The purpose of this law was to prevent fraud and to prevent the financial support of enemies of the Spanish Crown—thus universities and monasteries could not receive properties as third parties. ‎the King approves the proposal of freedom for Pedro Juan Fortuny who has been in prison because of the amount due to the Royal Patrimony accepting the partial payment received and giving him an additional year to fulfil his duty he says that "in June you charged Leon Juan Fortuny for the three thousand-seventy and eight pounds which he owed to my Royal heritage and because he was sick and in order to relieve the debt you have deducted four-hundred pounds that he has paid you in cash and given a year as a period to pay the pending amount with the bail that I have proposed you for the security and satisfaction of it allowing him to get out of jail until a new order of mine. And as having seen on this supreme council it's being seen proper to fulfil all that you have requested. ‎Lieutenant and Captain General of the Kingdom of Mallorca the King is ordering him to stop any second degree salaries payments in Mallorca until full payment for the four years salaries pending is done to the member of his Royal Supreme Council in charge of Royal Accounting and the same to any other Minister member of such Council he says "On behalf of the accountant of this supreme council I've been reported that from the three-hundred fifths which you have as consigned salary on the Royal Procuraduría of this Kingdom it's been owed more than four years begging me to ask you not to allow the payment of another third to those who have their salaries in the same grade as him without having completely paid all the money we owe to him. And because of my appreciation to you I command you to execute this order as my accountant is begging me to do so." 1 side folio with papered seal on the verso Madrid 24th March Philip is remembered for his patronage of the arts including such artists as Diego Velázquez and his rule over Spain during the Thirty Years' War.
