Original flexible leather handbook produced by theVirginia Bridge & Iron Company. Brown leather exterior with gilt to front and spine. Exterior shows edge and corner chips/wear and chipping is also present at top and bottom of spine. Interior binding is good no hinge issues nothing torn or loose. Previous owners name is written on front pastedown and it was also found two more times on interior pages where it was written along the top edge. The blank pages in the back along with the graph paper pages are all handwriting free. Only handwriting found in book were the three signatures in the number 238 written along the page edge of the copyright page. This is the first edition which shows no copyright or print date other than the serial designation of 9-16 September 1916. Book is in excellent condition, as new. Binding is solid and square, covers have sharp corners, exterior shows no blemishes, text/interior is clean and free of marking of any kind. Huge book: 10 1/2" x 13 1/2" 296 pages with a bump to the lover front cover as the only flaw, though text block is slighly wavy, could be publisher's error, as there are no other signs of moisture contact. Filled with b&w photos thoroughout, some full page, most very large. Contents are a series of questions, chronologically arranged, such as When did the construction of the main cables begin? Do the tops of the towers actually move? Did they really consider putting a second deck on the bridge? etc. Pages 157 -- 287 are Highlights from Annual Reports from the Highway and Transportation District Staff and Board of Directors. The final seciton details the Seismic retrofit and design. Impressive volume.

Wheeling Bridge Case
TWELVE PAMPHLETS ABOUT THE WHEELING BRIDGE CONTROVERSY BETWEEN VIRGINIA AND PENNSYLVANIA
This important case arose from the competition between Pennsylvania and Virginia for domination of the developing trade with western markets. The State of Virginia authorized construction of a bridge from Wheeling across the Ohio River. The State of Pennsylvania claimed that such a bridge would impede free passage of steamboats to Pittsburgh a major terminus of such trade. Pennsylvania sought to enjoin construction on the ground that the bridge was "a nuisance and an obstruction to interstate commerce on a navigable river" II Warren The Supreme Court in United States History 234. For years Pennsylvania had engaged in an ambitious program of canal railroad and turnpike improvements; the bridge it was claimed would diminish the value of these State-sponsored modes of transportation.<br/> The Supreme Court commissioned R. Hyde Walworth to determine whether the suspension bridge "is or is not an obstruction to the free navigation of the Ohio river at the place where such bridge is erected across the same by vessels propelled by steam or sails engaged or which may be engaged in the commerce or navigation of said river; and if it is such an obstruction what change or alteration if any can be made consistent with the continuance of the bridge across the said river that will remove the obstruction to the free navigation by such vessels." Congress also weighed in on the issue scheduling hearings at which the competing positions were aired passionately and in detail. <br/> "Few cases have ever excited greater interest or seemed to affect more extensively the internal commerce of the country than this celebrated controversy." Id. at 235. The Supreme Court held that Virginia's enabling Act unconstitutionally conflicted with Congress's power to regulate navigation and enjoined the construction as a nuisance. Dissenting Chief Justice Taney argued that Congress's failure to exercise its regulatory power left Virginia free to authorize construction of the bridge which in any event Pennsylvania had failed to prove was a public nuisance. <br/> <br/> The pamphlets are:<br/> <br/> a.
