Ownership signature on the front cover and a note that it was sent by J.S. Ramsey; Ramsey's family name is marked several places within. A list of Israel Township soldiers who fought in the War of '61 listed by Regiment. This is followed by a list of deceased who fought in the War of the Revolution War of 1812 War of the Rebellion Mexican War. Postmarked on the back cover "New Madrid / 1904". Dated March 27th 1865 at the Rooms of the Y.M.C.A. in Washington D.C. this document reads as follows: <br /> ____________<br /> <br /> "The undersigned hereby organize ourselves into a 'Special Relief Corps' to be held in readiness to send not exceeding three of our members at one time to help care for sick and starved soldiers at the U.S. General Hospital at Annapolis Maryland. We agree that our delegates shall remain at Annapolis working under the supervision of either the local manager of the U.S. Christian Commission stationed there or of the Directress of said hospital for a time not exceeding three days excepting as they may be able or willing voluntarily to remain longer. Otherwise in cases of special emergency their places are to be filled by others of our number all of whom are to be held in readiness to go to Annapolis upon notification by telegram or otherwise of such services being needed. <br /> <br /> signed Geo. Stinemetz"<br /> <br /> words in brackets above stricken through.<br /> ____________<br /> <br /> The U.S. General Hospital mentioned in this document occupied a substantial area of the grounds of the U.S. Naval Academy in Annapolis. It was the primary receiving point for Union soldiers wounded in the eastern theatres of the war as well as those being returned from Confederate prisons such as Libby and Andersonville. The former prisoners were in shockingly poor health due to the conditions in which they were held with many dying on the transports to Annapolis and those who survived needing much attention. Front and back covers has some rubbing scuffing and slight staining. Intereiors very good. Staples somewhat rusty but firm. 60 pages. This work is a response from the veterans of these 2 Indiana Regiments of Beatty's Brigade 3rd Brigade 3rd Division 4th Army Corps Department of Cumberland to the Parks Commission who were considering a change of markers on the battlefield due to a Nov. 1895 letter from General Turchin and his brigade challening the veracity of some of the marker locations. Howe and van Vorhis offer various arguments and soures to reject Tuchin's argument for a change. <br />A good bit of history that shows the intense feelings of battlefield marker locations and a bit of the politics involved. Inscribed on front wrapper "Compl. of plaintiff." <br /> <br /> President Lincoln signed into law a temporary income tax to help finance the Civil War. William Springer an Illinois lawyer refused to pay on earnings from his law practice. Eventually his real property was seized and sold to the government to satisfy the arrearage. Springer and his law firm argued that the War income tax was an impermissible direct tax on his estate by the federal government not apportioned among the states in violation of the Constitution. The case would eventually go to the Supreme Court in 1881.<br /> <br /> Two of the members of the firm McClernand Broadwell & Springer were well known to Lincoln: Norman M. Broadwell studied law in the office of Lincoln and Herndon in Springfield Illinois and John McClernand was a disastrous Civil War General once relieved his his command then restored by Lincoln. <br /> <br /> John E. Rosette for the government had "at the invitation of Abraham Lincoln. moved to Springfield Illinois where he practiced law for about thirty years. Rosette came to Sangamon County as a Democrat in politics but from 1856 on he identified himself with the Republican party. He edited the Springfield Republican and supported Lincoln’s presidential nomination" lawpracticeofabrahamlincoln.org.<br /> <br /> Provenance: William O.
