Vincent and Milton Wolff. One of the purposes of these hearings was "to determine the extent of Communist infiltration of Government." The United States Senate's Special Subcommittee to Investigate the Administration of the Internal Security Act and Other Internal Security Laws 1951–77 known more commonly as the Senate Internal Security Subcommittee SISS and sometimes the McCarran Committee was authorized by S. 366 approved December 21 1950 to study and investigate 1 the administration operation and enforcement of the Internal Security Act of 1950 Pub. L. 81–831 also known as the McCarran Act and other laws relating to espionage sabotage and the protection of the internal security of the United States and 2 the extent nature and effects of subversive activities in the United States "including but not limited to espionage sabotage and infiltration of persons who are or may be under the domination of the foreign government or organization controlling the world Communist movement or any movement seeking to overthrow the Government of the United States by force and violence". The resolution also authorized the subcommittee to subpoena witnesses and require the production of documents. Because of the nature of its investigations the subcommittee is considered by some to be the Senate equivalent to the older House Un-American Activities Committee HUAC. The chairman of the subcommittee for the 82nd United States Congress was Patrick McCarran of Nevada. William Jenner of Indiana took over during the 83rd United States Congress after the Republicans gained control of the Senate in the 1952 election. When the Democrats regained control in the 84th Congress 1955–1957 James O. Eastland of Mississippi became chairman a position he had until the subcommittee was abolished during 1977. The subjects of its investigations during the 1950s include the formulation of U.S. foreign policy in Asia; the scope of Soviet activity in the United States; subversion in the Federal Government particularly in the Department of State and Department of Defense; immigration; the United Nations; youth organizations; the television radio and entertainment industry; the telegraph industry; the defense industry; labor unions; and educational organizations. The subcommittee published over 400 volumes of hearings and numerous reports documents and committee prints. During March 1951 FBI officials began a formal liaison program with the SISS in contract to the informal HUAC-FBI relationship whereby SISS agreed to focus its hearings on "matters of current internal security significance.and also to help the Bureau in every possible manner". This program reflected the FBI director's unqualified confidence in McCarran's ability to serve the cause of anticommunism and to protect the confidentiality of FBI sources. Thus copies such as this are increasingly scarce and offer potentially significant insights as to policy issues and their resolution through comparison with the text of the officially approved and released report. This report describes and descussed alternatives for discharging the responsibility for managing and funding military application and Restricted Data functions now in ERDA It was prepared in response to Section 307 b of the Energy Reorganization Act of 1974. Chapter I describes the requirement for the study. Chapter II discussed the nuclear weapons complex and weapon program including facilities management and costs and the non-weapon activities conducted by the complex. These are the major elements of the weapon-related functions then under consideration for transfer. Chapter III identified major concers suggesting a need for change or restraint against change. Chapter IV descrived the nonweapon defense=related function of ERDA including naval reactors production of special nuclear materials space reactors and other military reactors and considerations concerning their potential transfer. The study described in this report was conducted by and ERDAS task force consisting of representatives from ERDA headquarters and field operations offices the weapon laboratories the production facilities and others not directly associated with ERDA. Collaboratoion was maintained with the Department of Defense throught the office of the Assistant to the Secretary of Defense for Atomic Energy. From an official history of the ERDA by Alice Buck: "The Reorganization Act of 1974 required the Administrator of ERDA and the Secretary of Defense to review the feasibility of transferring the military functions formerly vested in the Atomic Energy Commission to the Department of Defense or to other federal agencies. The possible transfer of these functions which included not only weapon development and the control of Restricted Data but also certain nondefense related programs such as naval reactors space nuclear systems military power reactors and the production of special nuclear materials reflected continuing congressional concern over the issue of civilian control of the military atom. In January 1976 following a year of study Seamans concluded that a split in the management and funding responsibilities between different agencies would be detrimental to a strong nuclear weapons program. He recommended instead that the nuclear weapon program and complex be retained within ERDA but have a budget of its own separate from the budget for energy programs. The Assistant Administrator for National Security would be responsible for seeing that the weapon program received priority in the use of laboratories and production facilities while nonweapon defense-related programs would be under the direction of the Assistant Administrator for Nuclear Energy. The unique capability of the weapon research laboratories to perform significant nonnuclear research in the energy development field was another factor in the final decision to leave the division of military application and the associated nuclear activities within the Energy Research and Development Administration." The Nevada Test Site-Directed Research Development and Demonstration SDRD program completed a very successful year of research and development activities in FY 2005. Fifty new projects were selected for funding this year and five FY 2004 projects were brought to conclusion. The total funds expended by the SDRD program were $5.4 million for an average per project cost of just under $100000. Two external audits of SDRD accounting practices were conducted in FY 2005. Both audits found the program's accounting practices consistent with the requirements of DOE Order 413.2A. Highlights for the year included: the filing of 18 invention disclosures for intellectual property generated by FY 2005 projects; programmatic adoption of 17 FY 2004 SDRD-developed technologies; participation in the tri-lab Laboratory Directed Research and Development LDRD and SDRD program review that was broadly attended; peer reviews of all FY 2005 projects; and the successful completion of 55 R&D projects as presented in this report. This approach requires that all new approved current and proposed changes to NEOs and associated supporting infrastructure receive a commensurate level of review and analysis.
