STS-51-F also known as Spacelab 2 was the 19th flight of NASA's Space Shuttle program and the eighth flight of Space Shuttle Challenger. It launched from Kennedy Space Center Florida on 29 July 1985 and landed just under eight days later on 6 August 1985. While STS-51-F's primary payload was the Spacelab 2 laboratory module the payload that received the most publicity was the Carbonated Beverage Dispenser Evaluation which was an experiment in which both Coca-Cola and Pepsi tried to make their carbonated drinks available to astronauts. A helium-cooled infrared telescope IRT was also flown on this mission and while it did have some problems it observed 60% of the galactic plane in infrared light. During launch Challenger experienced multiple sensor failures in its center RS-25 engine which led to it shutting down and the shuttle had to perform an "Abort to Orbit" ATO emergency procedure. It is the only Shuttle mission to have carried out an abort after launching. The mission was carried out at a lower orbital altitude. The main objective was to verify performance of Spacelab systems determine the interface capability of the orbiter and measure the environment created by the spacecraft. Experiments covered life sciences physics astronomy high-energy astrophysics solar physics atmospheric physics and technology. The flight marked the first time the European Space Agency Instrument Pointing System was tested in orbit. The George C. Marshall Space Flight Center MSFC located in Huntsville Alabama is the U.S. government's civilian rocketry and spacecraft propulsion research center. As the largest NASA center MSFC's first mission was developing the Saturn launch vehicles for the Apollo program. Marshall has been the lead center for the Space Shuttle main propulsion and external tank; payloads and related crew training; International Space Station ISS design and assembly; computers networks and information management; and the Space Launch System SLS. Located on the Redstone Arsenal near Huntsville MSFC is named in honor of General of the Army George C. Marshall. The center contains the Huntsville Operations Support Center HOSC also known as the International Space Station Payload Operations Center. This facility supports ISS launch payload and experiment activities at the Kennedy Space Center. The HOSC also monitors rocket launches from Cape Canaveral Space Force Station when a Marshall Center payload is on board. In addition to the pallet experiments flown on the Space Shuttle many other experiments were performed onboard Spacelab. This was a reusable laboratory consisting of multiple components including a pressurized module an unpressurized carrier and other related hardware. Under a program overseen by MSFC ten Europeans nations jointly designed built and financed the first Spacelab through the European Space Research Organisation ESRO. In addition Japan funded a Spacelab for STS-47 a dedicated mission. Over a 15-year period Spacelab components flew on 22 shuttle missions the last in April 1998. In early 1990 MSFC's Spacelab Mission Operations Control Center was formed to control all Spacelab missions replacing the Payload Operations Control Center formerly situated at the JSC from which previous Spacelab missions were operated. Mission commander Neil Armstrong and pilot Buzz Aldrin both American landed the lunar module Eagle on July 20 1969 at 20:17 UTC. Armstrong became the first person to step onto the lunar surface six hours after landing on July 21 at 02:56:15 UTC; Aldrin joined him about 20 minutes later. They spent about two and a quarter hours together outside the spacecraft and collected 47.5 pounds 21.5 kg of lunar material to bring back to Earth. Michael Collins piloted the command module Columbia alone in lunar orbit while they were on the Moon's surface. This volume was later reprinted by Greenwood Press. This was Historical Reports of War Administration War Production Board General Study No. 1. The War Production Board WPB was an agency of the United States government that supervised war production during World War II. President Franklin D. Roosevelt established it in January 1942 with Executive Order 9024. The WPB replaced the Supply Priorities and Allocations Board and the Office of Production Management. The WPB directed conversion of companies engaged in activities relevant to war from peacetime work to war needs allocated scarce materials established priorities in the distribution of materials and services and prohibited nonessential production. It rationed such commodities as gasoline heating oil metals rubber paper and plastics. It was dissolved shortly after the defeat of Japan in 1945 and was replaced by the Civilian Production Administration in late 1945. In 1942-1945 WPB supervised the production of $183 billion equivalent to $2.12 trillion in 2020 worth of weapons and supplies about 40 percent of the world output of munitions. The UK the USSR and other allies produced an additional 30 percent while the Axis produced only 30 percent. One fourth of the US output was warplanes; one fourth was warships. Meanwhile the civilian standard of living was about level. The WPB and the nation's factories effected a great turnaround. Military aircraft production which totaled 6000 in 1940 jumped to 85000 in 1943. Factories that made silk ribbons now produced parachutes automobile factories built tanks typewriter companies converted to rifles undergarment manufacturers sewed mosquito netting and a rollercoaster manufacturer converted to the production of bomber repair platforms. The WPB ensured that each factory received the materials it needed to produce the most war goods in the shortest time. Executive Order 9638 created the Civilian Production Administration and terminated the War Production Board on October 4 1945. The Civilian Production Board was consolidated with other agencies to form the Office of Temporary Controls—an agency in the Office for Emergency Management of the executive office of the president. The latter had previously been established pursuant to the Reorganization Act of 1939. The executive order provided a Temporary Controls Administrator appointed by the president to head the Office of Temporary Controls and vested in him among other things the functions of the Price Administrator.
