1793 Decree of the National Convention of France Addressing Emigres of the French Revolution
Good with no dust jacket. 1793. Ephemera. On offer is a superb document issued two days following the creation of the notorious Committee of Public Safety which deliberately created the Reign of Terror following the French Revolution. The Decree was published on April 8th 1793 two days following the creation of the infamous Committee of Public Safety. It deals with the seizure of property specifically mills and factories that were owned by emigres those French aristocrats who had fled France following the Revolution. This emigration created several problems for the Revolutionary government. There now existed outside of France and within the borders of her enemies a very motivated group who were dedicated to the overthrow of the Revolution. Also among other assets the mills and factories that they owned were now idle contributing to lost food production and jobs. The National Convention ordered that all emigres return to France. Failure to do so would result in being permanently barred from ever re-entering the country and all of their assets would be forfeited to the government. This Decree addresses this. An excerpt from the decree follows: Relatif à la vente des Moulins et Usines appartement a la Nation ou provenus des Emigres Translation: Relative to the sale of the Mills and Factories owned by the Nation or originating from the Emigrants The Decree follows a report from the Committees of Agriculture and Food. Further excerpts from the document follow: Les moulins et usines appartement a la nation ou provenus des emigres qui sont places sur des rivieres ou cours d'eau ne pourront etre vendus qu'apres qu'il aura ete verifie que leur conservation ne cause aucun dommage aux proprietes environnantes et que leur destruction ne deviendra pas necessaire aux dessechement des marais. Translation: The mills and factories belonging to the nation or originating from the emigrants which are located on rivers or watercourses can only be sold after it has been verified that their preservation does not cause any damage to the surrounding properties and that their destruction will not become necessary for the draining of the marshes. . Apres ce rapport le directoire du department sur l'avis de celui du district ordonnera la vente desdits objets ou il y fera surseoir si le cas l'exige. Translation: . After this report the director of the department on the advice of that of the district will order the sale of the aforementioned objects or will have it postponed if the case requires it. The manuscript is signed by Louis-Jérôme Gohier the President of the Executive Council and Minister of Justice. When Napoleon became dictator Gohiet served in his government as Consul-General in Amsterdam. He was offered a similar position in the United States but was too ill to take up the position. For a historian or a collector of material from the earliest days of the French Revolution this is a superb item documenting the earliest efforts of the French people to establish a republican government separate from the monarchy and the feudal system that had ruled France for a millennium. For a person involved in the financial or economic world it is a wonderful piece of evidence of what can happen to a society where economic realities are cast aside. This double-sided single sheet document measures 8.75 inches by 7.0 inches. It has been separated from a larger bound volume and the thread holes are visible. There is some staining from dampness and from age. Otherwise it is in very good condition. ; 8vo 8" - 9" tall; 1 pages .

<p>Poughkeepsie New York September 22 1936. 1936. . Very good. - Over 25 words typed on his personal 5-1/2 inch high by 8-1/2 inch wide law office stationery. John E. Mack writes a few words enclosing payment to the Saltford Flower Shop of Poughkeepsie NY. Singed in full "John E. Mack". There is a minor indentation and light stain from a paper clip to the top edge and the florist has annotated the note in pencil in the right margin. Near fine.</p><p>The Poughkeepsie New York attorney and later State Supreme Court Justice John E. Mack 1875-1958 is credited with persuading Franklin E. Roosevelt to run for the State Senate in 1910. One of the most successful lawyers in the Hudson Valley Mack took part in many of the publicly exciting sometimes scandalous legal battles in New York State. After being elected Governor in 1928 FDR went on to appoint Mack as Justice of the Ninth Judicial District to fill a vacancy though Mack subsequently lost the election. In 1932 John E. Mack made the nomination speech in support of FDR at the Chicago Democratic National Convention and again in Philadelphia in 1936.</p> Poughkeepsie, New York, September 22, 1936.

It's wost sin is that it appears as though at some stage the front board had become detached and has been reattached with wide book tape along the front hinge. Structurally it works brilliantly aesthetically it has left a gap along the spine and the actual board. Very Good Turkish, Ottoman (1500-1928) Original paper autograph letter handwritten signed by Mahmud Sevket, Izzeddin Çalislar. (33x21 cm). In Ottoman script. 2 p. Repaired back side. Request of a surgical operation by 'Said bin Mehmed' (Siroz Redif Taburu Efrâdindan) and Mahmud Sevket Pasha and Izzeddin's confirmations. Signed by Mahmud Shevket Pasha as "commander of Turkish countercoup of 1909 (Hareket Army)" and by Izzeddin [Çalislar] as "Erkân-i Harb Kolagasi (Batallion commander)". The Ottoman countercoup of 1909 (13 April 1909) was an attempt to dismantle the Second Constitutional Era of the Ottoman Empire and replace it with an autocracy under Sultan/Caliph Abdul Hamid II. Unfortunately for the advocates of representative parliamentary government, mutinous demonstrations by disenfranchised regimental officers broke out which led to the collapse of the Ottoman government. Characterized as a counterrevolution, chaos reigned briefly and several people were killed in the confusion. It was instigated by some parts of the Ottoman Army in a large part by a certain Cypriot Islamic extremist. Dervish Vahdeti reigned supreme in Istanbul for 11 days. The Countercoup was put down in the 31 March Incident, on 24 April 1909 by the Army of Action (Hareket Ordusu) which was the 11th Salonika Reserve Infantry Division of to the Third Army (Ottoman Empire) commanded by Mahmud Shevket Pasha. Extremely rare.

Case and its response by Mahmud Sevket when he was the governor of Kosovo. Document has 17 lines including the case of 'comitadjis' in Gjilan region of Kosovo. Report says that several comitadjis have been arrested and for them the court was expected to issue a death sentence. In his response, Mahmud Sevket Pasha has ordered that the death penalty should be converted to life rowing (hard labour). Mahmud Sevket's text: "Mabeyn-i Humayun Cenâb-i mülûkâne-i bas kitâbet celilesinden (?) celileden teblîg buyurulan telgrafane-i âlîsi sureti bilâde nakl-i (?) müebbeden kürek cezasi ile mahkûm edilerek idamlari cihetine gidilmemenin azâ-yi muhakemeye ettirilmeyeek ve muamelât-i muhakeme-i te'dib etmekte olan memuriye mucibiince dahi anlasilamayacak surette muhakeme-i fevkalâde re'isine bizzat sifâhen teblîg buyurulmus ve isbu muharebenin nezd-i âlîsinde hifz-i (?) müsarinileyhin emriyle müstesnâdir. Yevm-i muhakeme gayr-i mâlûm ise de bunun yarisinin bile icrâ olunmasi mahtumun bulunduguna göre teblîgâtin ihtiyâten teblîgi (?) baskaca beyân olunur efendim. Marguerite-Louis-François Duport-Dutertre the first French Minister of Justice. Autograph Letter Signed 'DuPont-Duterte' in French to his 'Chers Collègues' Messrs Plaisant and Celerier asking them to give shirts to a 'pauvre jeune homme'.
Paris. 23 February 1790. 1p. 4to. Bifolium. Very good on lightly-aged paper. Addressed on reverse of second leaf with Dupont-Duterte's red wax seal broken in two to 'Monsieur Celerier Lieutenant de <> Mr Plaisant administrateur des travaux publique'. He begins by asking the two men 'de vouloir bien faire ensorte que mon pauvre jeune homme dont on est content ne quitte pas son attelier et ne passe du Coté du Faubxbourg St Antoine ou il est pus connu etant ne dans ce quartier'. In the second paragraph he discusses getting the lad 'de la ville quelques chemises dont ils manque absolument'. He concludes by stating that his aim is to 'montrer aux hommes de cette espece qu'ils ne faut pas desesperer de soi même et de la Bonté des autres hommes lorsqu'on revient a l'honnêteté'. Docketed at the head of the page: 'Repondre par le change que je lui donnerai trois chemises et qu'il peut me l'envoyé <>'.
