Historical BackgroundOn June 24 1938 President Roosevelt extended the Civil Service Act of 1883 to approximately 24000 higher-level positions. While most positions were quickly reorganized within the Civil Service roughly 5000 positions required a more complex transition. Officially classified as professional scientific or otherwise specially-skilled jobs most were attorney positions. To facilitate the attorneys' smooth shift into the Civil Service Roosevelt issued a second order at the beginning of 1939 that postponed the application of the earlier order and created a special committee to ""make a comprehensive study of methods of recruiting testing selecting promoting transferring removing and reinstating personnel."" The Committee on Civil Service Improvement after several intensive meetings produced this report which offered extensive recommendations for integrating legal engineering architectural natural science administration and social science positions into the Civil Service.Committee members included Supreme Court Justices Stanley Reed Felix Frankfurter and Frank Murphy; Attorney General and future Justice Robert H. Jackson; the President's Administrative Assistant and Liaison Officer for Personnel Management William H. McReynolds; public administration expert Leonard D. White; Sears Roebuck executive and U.S. General Robert E. Wood; and electrical engineer and Cooper Union President Gano Dunn. ‎New York 1928. Very Good. Franklin Delano Roosevelt 1882-1945 typewritten personal letter possibly secretarial signed on private letterhead dated October 17 1928. Letter is written to George A. Essex of Chelsea Oklahoma and contains references to Roosevelt's political philosophy. This letter was penned prior to Roosevelt's election as the 32nd President of the United States. The letter encourages Mr. Essex to support New York Governor Al Smith in his candidacy for president in opposition of Herbert Hoover. The contents of the letter are as follows: My dear Sir:I have not heard what decision you have made as between the two Presidential candidates but remembering your firm belief in the policies and ideals of Woodrow Wilson I am encouraged to hope that you have decided as I have decided - that under Governor Smith our country stands far more chance of returning to the path blazed out for us by our greatest President than under the materialistic and self-seeking advisers who surround the other candidate; men whose influence has already made it manifest that high ideals and a forward-looking policy - not only for this country but for the world - would stand as little chance under Mr. Hoover as they have stood under President Harding President Coolidge and Mr. Mellon. To me the contemptuous casting aside of all of President Wilson's wonderful dreams of a better world and the substitution of crass materialism and a dollar-and-cents viewpoint of everything has been a world tragedy. I know Governor Smith and I know that in his own way his interest in humanity his intolerance of the oppression of the weak and his desire to help those handicapped by circumstances has led him to the same belief as to what our country's attitude should be and as to how its course should be guided as animated President Wilson. I would deeply appreciate it if you would write me confidentially what you have decided addressing the letter to my house 49 East 65th Street New York City. Yours very truly Franklin D. Roosevelt". On White House stationery. </p><b>Complete Transcript</b><p><i>Dear Uncle Fred:- Many thanks for sending me that clipping about Tom Paine. I too have always had a keen interest in him. His principal mistake lay in his rather violent opposition to Washington in the campaign of 1792</i>. sic 1796.</p><p><b>Historical Background</b></p><p>Franklin Delano Roosevelt thanks his Uncle Fred his mother's brother for sending an article on Thomas Paine a Revolutionary figure in whom the president had <i>"a keen interest." </i>However FDR was mistaken in his reference to Paine's opposition to Washington in the presidential campaign of 1792. There was no campaign in 1792; Washington ran unopposed and was unanimously reelected. Paine's opposition came in 1796 after two parties had formed: the Federalists and the anti-Federalists the nascent Democratic - Republican party. </p><p>In 1792 Paine and Washington were on good terms as evidenced by a series of correspondence between the two. In 1791 Paine dedicated the first part of his "<i>Rights of Man</i>" to Washington and President Washington wrote Paine on May 6 1792 "<i>My thanks for the token of your remembrance in the 50 copies of 'Rights of Man' … I rejoice in the information of your personal prosperity</i>…"</p><p>While in Paris in 1793 Paine a naturalized American citizen since 1774 was arrested and imprisoned. On Sept. 20 1795 Paine wrote Washington hoping that the president could affect his release. "<i>After you were informed of my imprisonment in France it was incumbent on you to have made some enquiry into the cause."</i> Paine concluded.<i>"I cannot understand your silence upon this subject.I shall continue to think you treacherous till you give me cause to think otherwise</i>." During the campaign of 1796 Paine again wrote Washington on July 30 1796 "<i>I also declare myself opposed to almost the whole of your administration; for I know it to have been deceitful if not perfidious.</i>" Paine then published his letter cementing the acrimony between him and Washington and by extension John Adams the Federalist candidate in 1796.</p>‎

Tatum</i></p><p><i>Roanoke / Alabama.</i></p><p><i>Dear Mr. Tatum:</i></p><p> <i>Thank you for your nice note of April 11th. I am delighted to know that you so thoroughly enjoyed my radio talk.</i></p><p> <i>I am leaving here the 23rd of April for Warm Springs but will stop off on my way down at Richmond Virginia to attend the Governors' Conference. However I expect to be in Warm Springs the first part of May and I shall hope to see you all again.</i></p><p> <i>Very sincerely yours</i></p><p> <i>Franklin D. Roosevelt</i></p><p><b>Historical Background</b></p><p>On April 7 1932 Roosevelt delivered his "Forgotten Man" speech at Albany which was broadcast via radio to the people of New York State. "These unhappy times call for the building of plans that rest upon the forgotten" Roosevelt said "the unorganized but the indispensable units of economic power for plans like those of 1917 that build from the bottom up and not from the top down that put their faith once more in the forgotten man at the bottom of the economic pyramid." Roosevelt appealed to the "little fellow" among his hearers and readers "Here should be an objective of Government itself to provide at least as much assistance to the little fellow as it is now giving to the large banks and corporations." Roosevelt concluded "It is high time to get back to fundamentals. It is high time to admit with courage that we are in the midst of an emergency at least equal to that of war. Let us mobilize to meet it."</p><p>The "forgotten man" image captured the public imagination and became a hallmark of Roosevelt's successful 1932 campaign for the Democratic nomination over Alfred E. Smith and for the Presidency over incumbent Herbert Hoover. In 1930 Tatum did not own a radio so it is likely that he read Roosevelt's speech in a newspaper many of which summarized or printed the speech.Roosevelt went on to receive the Democratic nomination in July and win the general election in November with an overwhelming 57 percent of the popular vote and a 472-59 win in the electoral college.</p><p>On his way to Georgia Roosevelt attended the annual Governors' Conference held in Richmond Virginia from April 25 to 27. Hosted by Governor John G. Pollard of Virginia the conference welcomed twenty-seven governors and included visits to Charlottesville Williamsburg Fredericksburg and Alexandria. During the sessions Governor Louis L. Emmerson of Illinois delivered an address on the "Duty of the State in Relieving Unemployment" a subject of interest to all governors in the midst of the Great Depression. The conference also included a dinner at the White House on April 27 hosted by President Herbert Hoover. Hoover kept the governors waiting for half an hour after they arrived much to the annoyance and discomfort of Roosevelt who was wearing metal leg braces. Roosevelt nursed the grievance for years.</p><p>Roosevelt had written to Tatum from Warm Springs Georgia in December 1931 thanking him for an editorial and asking that he come over again the following April when Roosevelt returned. Roanoke Alabama is approximately fifty miles west of Warm Springs.</p><p><b>Samuel H. Tatum</b> 1879-1966 was born in Alabama and was a farm laborer in 1900. He married Parrie Zachry in 1907 and was a merchant in Roanoke Alabama from the 1910s to the 1930s. He served as postmaster of Roanoke Alabama from June 1934 to October 1935 when he was removed from office. In the late 1930s he moved to Auburn Alabama where he was a salesman in an automobile company in 1940.</p>‎

‎New York: The John Day Company 1933. Advance Review Copy of the First Edition. Wraps. One of only 10 copies thus this is the extravagantly rare uncorrected Advance Review issue of Looking Forward a compilation of articles and speeches prepared for publication concurrent with the first presidential inauguration of Franklin D. Roosevelt. <br /> <br />Looking Forward dates from RooseveltÂ’s heady ascendance to the nationÂ’s highest office released on 20 March 1933 sixteen days after FDRÂ’s first inauguration as AmericaÂ’s 32nd President. America was in dire economic crisis. Most observers had interpreted FDRÂ’s victory “less as a mandate for Roosevelt whose plans remained largely unknown to the public than as a repudiation of Hoover". Many skeptics still shared Walter LippmannÂ’s famously dismissive view of Roosevelt as “a pleasant man who without any important qualifications for the office would very much like to be president.” In the context of these volatile unknowns FDR swiftly prepared Looking Forward which he introduced as “essentially a compilation from many articles written and speeches made prior to March 1 1933” adding “parts which bind the material together as a whole.” Even this introduction by FDR dated “Hyde Park March 1 1933” was overcome by events; the last chapter in the book is President RooseveltÂ’s 4 March 1933 first inaugural address. Given the haste and exigencies attending publication it is not surprising that there were a host of errors. <br /> <br />On March 10 1933 130 copies bound in wrappers were mailed to reviewers. The following day a number of errors in the text were discovered and at FDRÂ’s direction the recipients were asked to return the books for correction. As a result “about 120 were received by the publisher in answer.” Errors and corrections proved extensive. Returned and recirculated Advance Review copies had the pp. 141-42 leaf replaced and other deletions made in India ink. By the time the first trade issue was released on 20 March 1933 seven leaves were re-set to accommodate corrections including the final page of the inaugural address. <br /> <br />Here is one of the ten Advance Review copies that were not returned and hence not corrected – the earliest publication of the first book of FDRÂ’s presidency. <br /> <br />Condition is very good indeed. The fragile wraps binding is square tight and surprisingly clean. The spine shows no vertical creasing indicating it remains unread and all of the extensive spine print remains clearly legible. Trivial loss is confined to fore edges where they overhang the text block to the rear corners and to the extremities of the front joint. The red and blue print remains bright. The contents are bright with no spotting and no previous ownership marks the text block edges lightly soiled the initial and terminal leaves a little dog-eared. <br /> <br />In 1921 FDRÂ’s promising political career was abruptly derailed by Polio resulting in lifelong paralysis of his legs. The expectation was that he would be reduced to “a gentleman invalid”. Instead “the ordealÂ… made him more serious and determined and gradually he transferred his steely resolve away from his efforts to walk and toward an attempt to rescue a public career.” The miscalculations and misfortunes of New YorkÂ’s Democratic Governor Al Smith became FDRÂ’s catalyst. <br /> <br />At the 1924 and 1928 Democratic conventions Roosevelt took to the podium – a considerable triumph of physical will – to place SmithÂ’s name in nomination for the presidency. A month before the November 1928 election the Democrats still lacked a candidate to replace Smith as governor of New York. Recruited late by Smith a hesitant FDR agreed to run only just before he was formally nominated. Smith was trounced but FDR narrowly won.
