Bartlett was one of the original participants in the conquest of California and the first major of San Francisco in 1846-47. An attack on his conduct during this period caused him to defend his case in this pamphlet. It was charged that he had been engaged in financial irregularities when acting as an agent for the Treasury when he was an officer in the African Squadron. Extremeties rubbed a bit of light chipping to the spine ends of volume II contents sound with foxing that ranges from very light to rather heavy with the heaviest at the beginning and end of each volume.
