C’est aujourd’hui au Manuel de Législation allemande du Travail édité par les Services de la Division Travail à la Direction Générale des Affaires Politiques du Haut-Commissariat de la République Française en Allemagne que va cette sympathie. Tout d’abord parce qu’il représente, dans un domaine particulier, une nouveauté ; il n’existe pas actuellement, en effet, d’ouvrage récent en langue française traitant de la législation allemande du travail ; cette législation mal connue en France, par conséquent, mérite, cependant, d’être étudiée, et son évolution mérite d’être suivie. Il va de soi que le Manuel sera tout d’abord un outil de travail pour les Services français utilisateurs de main-d’œuvre allemande, Services du Haut-Commissariat et des Forces alliées. En effet, en vertu des accords Contractuels, les services étrangers employant de la main-d’œuvre allemande devront appliquer la législation allemande du travail, sauf de rares exceptions. Ce manuel sera, par ailleurs, précieux également pour les nombreux organismes internationaux européens qui naissent actuellement, tels la Haute Autorité du Plan Schuman, le Conseil de l’Europe, la Communauté de Défense, car ces organismes auront à connaître, à comparer, et souvent à appliquer différentes législations du travail.
