Apparently Captain Sands had been presented gifts by a representative of the British government and enquired from Toucey whether it was permissable for him to keep such things. A seemingly baffled Toucey replies in part: "The Department has communicated with the Naval Committee of the Senate in relation to the presents tendered to you by H.M's Government.
