Mais l'étude signale aussi des ruptures qui s'opèrent ou s'esquissent au cours de la décennie : elles concernent la pédagogie (apparition des « méthodes nouvelles ») et la partition jusqu'alors rigoureuse entre enseignement primaire et enseignement secondaire (la question d'un passage élargi du premier au second commence à se poser avec la prolongation de la scolarité obligatoire). Enfin et surtout, les changements d'attitudes politiques sont soulignés. Dans ce domaine, l'élément le plus notable est la force des représentations pacifistes, effet direct de la Première Guerre mondiale. L'auteur, sur nombre de ces questions, livre un riche matériau informatif (presse syndicale et académique, témoignages d'instituteurs, documents iconographiques...) et laisse au lecteur le loisir d'en tirer des analyses et des conclusions qui sont suggérées. En contribuant à fixer un pan de la mémoire scolaire départementale, son ouvrage se veut aussi hommage aux générations d'instituteurs qui l'on précédée."
