The Imperial University was a teaching corporation rather than a university and had theoretically as its membership all those involved in educating males in France. The university came into being by decree of March 17, 1808 and Napoleon wanted the teachers to be laymen rather than clerics, and he desired an organization modeled on the army's. The university aimed at a monopoly of public education, another purpose was to obtain for the lycées the pupils they lacked. When private schools proliferated, their number was reduced by heavy financial burdens; the university reform of 1811, aimed at making the university monopoly a reality, strictly regulated nonuniversity establishments, and limited ecclestiastical schools to one per department. The present text deals with a tax levied and collected by the Imperial University.‎

This was the leading theme of the 'Wanderstudent 2000' conference held in Leuven (Belgium) in October 2000, in the framework of the 575th anniversary of the Katholieke Universiteit Leuven. Just as during the middle ages German students wandered over the country to visit the best masters and to gather knowledge and credits from them, should we not expect students of the third millenium to do the same, but now 'virtually' and 'globally'? Will this virtual wandering be left completely to the free initiative of the individual student? Will universities encourage it and create supporting structures? Will universities control and structure the process by establishing inter-university networks and creating joint virtual campuses? Will universities join efforts with industry and society to create flexible lifelong learning systems? Whereas on the one hand ICT-based networking between universities clearly offers a huge potential for the enrichment of learning contents, for the stimulation of international exchanges and mobility, and for the enhancement of flexibility and accessibility, on the other hand a number of logistical problems have to be solved, related to assurance of educational quality, acrreditiation and credit transfer, intellectual property rights, languages and cultural differences, cost efficiency,equality of access for all sections of society across continents.These challenging questions gave sufficient food for thought and discussion to the 170 participants from 21 different countries, who effectively used this conference as an appropriate forum for exchanging points of view on the concept and implementation of a 'distributed virtual university' in all its aspects.‎

In this book a study is presented on the attitudes of 12- to 20-year-old youngsters towards social limits, imposed by their social and educational environment by means of laws, rules, values, norms or expectations. The study is part of a research programme on the course and treatment of juvenile delinquency, which started at the Rijksuniversiteit Groningen during the eighties. Young people's attitudes towards social limits are assessed by the 'Standard Reaction Instrument'. A critical incident technique is used to elicit young people's knowledge, behavioral intentions and motivations in ten hypothetical situations including social limits. The instrument was administered from youngsters in secondary schools and from same-aged detained youngsters who have committed at least one criminal offence which has been recorded by police or judicial authorities. The responses of both groups are compared in order to test the validity of the instrument. Further, the relationship is tested between the youngsters' attitudes towards social limits and self-reported delinquent and aggressive behavior. Finally, a comparison is made between the responses of Flemish and Dutch youngsters. Starting point of the empirical study is a social psychological view on juvenile delinquency. In this view, which is based on the self-presentation paradigm developed by the sociologist Ervin Goffman and the early symbolic interactionists, juvenile delinquency is considered as a means of social communication towards significant others (parents, teachers, peers, society). Special attention is paid to the development, maintenance and management of social reputation by the juvenile delinquent.‎

The development of instructional design as a linking science and, more specifically, the formulation of theoretically sound, empirically valid, and applicable prescriptions may contribute to bridge the gap between theory and practice. In this study, a heuristic approach is proposed that conceptualizes the steps involved in prescriptive research. It is assumed that prescriptions are tight to learning or cognitive tasks, which represent instructional problems in a specific instructional setting. Furthermore, it is argued that prescriptions are to be embedded in an overarching framework. This framework determines the meaning of the prescriptions, restricts their applicability, and may guarantee their mutual compatibility. I.D.-models have been argued to offer such frameworks. The first step of the proposed approach, then, consists of the construction of an I.D.-model. In a second step, this model is elaborated in order to tune it to the learning or cognitive tasks for which prescriptions will be formulated. An analysis of both the available research embedded in the descriptive knowledge base and the specifications of the referent system, results in a number of problem detection- and prediction-rules. These rules provide indications on problems learners may encounter in their efforts to execute the selected task, or link learner characteristics and instructional interventions to learning outcomes. The last step consists of the validation of the prespecified rules in an ecological setting. This empirical validation may lead to prescriptions which applicability is restricted to the settings specified in the referent system. The approach above is followed as an exemplar of prescriptive I.D.-research. A definition of instructional design is provided and five structural components (descriptive knowledge base, referent system, design parameters, design procedures, and design/development processes) of I.D.-models are identified. An analysis of the influence of cognitive research outcomes on instructional design and the elaboration of the approach for prescriptive instructional design research (Chapter 1), precedes the construction of a cognitive oriented instructional design model (C.I.D.-model). The model is completed by outlining design/development processes and the features of some design procedures (Chapter 2). The model gets further elaborated by taking the referent system more fully into account and specifying the model toward a specific cognitive task: determining importance of information-elements in printed instructional materials (Chapter 3). Considering the outcomes of descriptive research about the influence of both learner and text characteristics on both learning from text and text comprehension, an empirical validation study is presented (Chapter 4). Arguing that descriptive research outcomes cannot be directly transformed into prescriptions, but can help to detect problems students eperience and may suggest possible solutions, problem detection- and prediction-rules are identified. Application of problem detection- and prediction-rules leads to the implementation of three types of interventions or support devices: printing important information bold, integrating important information elements in summaries, and restructuring the text. Results (Chapter 5) indicate that (1) overall, students determine importance by applying a 'safety'-strategy; (2) interventions do not lead to improved performance on determining importance or learning outcomes tests, and (3) content prior knowledge influences performance on learning outcomes tests. Overall, no valid prescriptions can be formulated. The overall non-significant results may be due to a variety of reasons. Retrospective interviews suggest that the results may be explained by the non-use or inappropriate function-attribution of instructional interventions by students. This study does not result in valid prescriptions. In addition, questions are to be raised about the C.I.D.-model and, more specifically, the selection of learner-related design parameters. However, these conclusions pertain only to the hypothesis-testing part of the study and do not consider contributions made with regard to the development of cognitive instructional design, and, more methodologically, the explorative aspects of this prescriptive study.‎

Pressiegroepen zorgen ervoor dat leerkrachten zich steeds meer vragen stellen over de grote hoeveelheid bijkomend werk. Vanuit de begeleiding van het beleid verwacht men dat leerkrachten in het Basisonderwijs ingaan op allerlei vernieuwingsvoorstellen die met een verrassend hoog tempo worden voorgesteld, soms opgelegd. Daarbij komt dat alles wat gebeurt in de scholen onderwerp is van discussie. Veel meer dan vroeger worden allerlei onderwijsproblemen dagelijks in de media besproken. Het onderwijs is - gelukkig - onderwerp van openbare discussie geworden. Voor de leerkrachten betekent dit dat een aantal vanzelfsprekendheden - zo hebben we het altijd gedaan en we vinden dat we het goed doen - verdwijnen. Van de school en het team wordt verwacht dat ze flexibel en adaptief reageren op dergelijke situaties. 'Gewoon school zijn' volstaat blijkbaar niet meer.‎
