OCLC 28192154 This was the annual address for 1833 of Governor Levi Lincoln 1782-1868 to both branches of the Massachusetts government. The topics covered in his address include: 1 Relief that the State in large part escaped the ravages of the cholera pandemic affecting much of the world; 2 Pursuing Massachusett's interests through diplomacy and the courts with regard to boundary issues with Rhode Island and Maine; 3 Rationalizing and coordinating various aspects of the State's written laws and legal system; 4 Establishment of a State Lunatic Hospital for afflicted currently confined in "Gaols and Houses of Correction"; 5 Penitentiary Reform response to epidemic diseases etc.; 6 Statement on the finances of the State accounts of the Treasury Commonwealth debt to banks and individuals; 7 Security of engraved plates used for issuing currency; counterfeiting etc.; 8 Establishment of Warren Bridge Corporation; 9 South Carolina's objections to the tariffs declared by the Federal goverment and her threats of non-adherance. Primacy of states honoring laws including tariffs that have been Consitutionally implemented. Calls upon S.C. to pause its rebellion. "Opposition by force to the laws of the General Government is Rebellion from which the only escape is in Revolution. Let her not lay hold of the very pillars of the Temple of Freedom with the insane purpose of burying the Country with herself under the ruins of the beautiful and once hallowed Edifice." ; 10 Pennsylvania redoubling their commitment to the United States and rejection of the doctrines of Nullification. Finally in concluding having served a remarkable nine years in office Lincoln declares he will not be a candidate for re-election as governor. Levi Lincoln Jr. 1782 – 1868 was an American lawyer and politician from Worcester Massachusetts. He was the 13th governor of Massachusetts 1825–1834 and subsequently represented the state in the U.S. Congress 1834–1841. Lincoln's nine-year tenure as governor is the longest consecutive service in the state's history. Lincoln was elected governor in 1825 in a nonpartisan landslide after serving one year on the Massachusetts Supreme Judicial Court. Lincoln oversaw significant economic development in Massachusetts during his tenure. Lincoln and Daniel Webster were leading forces in the founding of the National Republican later Whig Party in Massachusetts which dominated state politics until the 1850s. His government eventually approved plans for the construction of a railroad connecting Boston to Albany New York chartering its first stage the Boston and Worcester Railroad in 1831. After his incredibly successful tenure as Governor Lincoln was elected to Congress in 1835 serving in the House of Representatives until 1841 when President William Henry Harrison appointed him collector of the Port of Boston. Lincoln had inherited sizable properties in central Worcester from his father Levi Lincoln Sr. 1749-1820 who had served as Thomas Jefferson's first attorney general. His development activities of these and other lands he acquired had a major impact on the city's character in the 19th century. From the 1820s to the 1840s Worcester experienced significant growth. Stimulated first by the construction of the Blackstone Canal and then the railroad which connected it to Boston. The town experienced rapid industrial growth and a growing diversification of its population especially by Irish Americans who had helped build the canal. In 1848 Lincoln was selected to serve as the first mayor of Worcester. After one year as mayor he retired from politics. Lincoln remained active in a large number of civic organizations including the American Antiquarian Society of which he was a founding member in 1812 and the Worcester Agricultural Society and the Massachusetts Historical Society. Lincoln's mansion originally on Worcester's west side now stands as a retail establishment near the entrance to Old Sturbridge Village in Sturbridge Massachusetts. In 1848 Abraham Lincoln came to Worcester for the Whig state convention and was invited to dine with a number of distinguished guests at Levi Lincoln's home. Abe Lincoln once recalled this event to Henry Gardner later Governor: "You and I are no strangers; we dined together at Governor Lincoln’s in 1848. . . . I had been chosen to Congress then from the wild West and with hayseed in my hair I went to Massachusetts the most cultured State in the Union to take a few lessons in deportment. That was a grand dinner—a superb dinner; by far the finest I ever saw in my life. And the great men who were there too! Why I can tell you just how they were arranged at table."
