The author served in the Legislative Assembly in 1791 and was imprisoned during the revolutionary regime because of his moderate stance. Freed after 9 Thermidor he was elected to the Council of 500 in 1798 but refused to perform the functions demanded. He retired and devoted himself to writing and translating until named a prefect of Vienna under Napoleon in 1805.
