Decree number 106 which serves as an addenda to the draconian measures of decree 105 which itemizes the extortionate taxes and forced loans that Spanish residents of the State of Coahuila and Texas must pay the government. Issued by Governor Jose Maria Viesca and Santiago del Valle. The Spanish provinces of Coahuila and Texas were governed as a unit intermittently during the late 17th- and early 18th-centuries until about 1726 when the two provinces were separated. In 1785 Saltillo and Parras with their surrounding territory were detached from Nuevo Viscaya and added to Coahuila. Under the Mexican Constitution of 1824 the provinces of Coahuila and Texas were rejoined with the capital at Saltillo. On August 15 1824 the Congreso Constituyente of the new state convened to draft a constitution which was adopted on March 11 1827. By May 21 1835 that Congreso had adopted 325 decrees covering a great variety of subjects including the ordinances of the various towns of the state amendments to existing laws and some repeals of prior laws" McKnight pages iv and v. Jos� Mar�a Viesca Mexican governor of Coahuila and Texas was a native of Saltillo Coahuila. He represented Coahuila as a member of the deputation of the Estado Interno de Oriente at the National Constitutional Convention of 1823-24. He was a member of the legislature of Coahuila and Texas in 1824 and was the first governor to be elected under the state Constitution of 1827; he served in that capacity from his election on July 4 1827 until April 4 1831. Issued by Jose Maria de Letona this decree was one of many that tried to regulate and maintain high standards in the state�s all important tobacco industry. The Spanish provinces of Coahuila and Texas were governed as a unit intermittently during the late 17th- and early 18th-centuries until about 1726 when the two provinces were separated. In 1785 Saltillo and Parras with their surrounding territory were detached from Nuevo Viscaya and added to Coahuila. Under the Mexican Constitution of 1824 the provinces of Coahuila and Texas were rejoined with the capital at Saltillo. In 1821 Letona was a member of the provisional governing junta at Saltillo that declared for the Plan de Iguala. Letona regarded the Law of April 6 1830 which had been designed to stop the flood of immigration from the United States to Texas as unconstitutional and in line with this view sent Jos� Francisco Madero to Texas as land commissioner to survey the grant land titles to the settlers on the Trinity. He also supported the Cherokee Indian land claims. Letona died in Saltillo on September 18 1832 and was succeeded in office by Vice Governor Juan Mart�n Veramendi Handbook of Texas online. Issued by Jose Maria de Letona this decree which loosened the stringent regulations placed on Spanish residents of Coahuila and Texas indicates the reduced threat perceived by the State from the original Spanish colonists. Instead the State found enemies closer to home across the border in the newly independent Republic of Texas and the United States. Decree number 230 in which the executive provides for a decent water supply in the form of tanks or draw wells along the road to Chihuahua via El Bolson de Mapimi at Cuervo Javalines Palo-blanco and Puerto de San Jose. An important mining district the road to Chihuahua passed through the deserts of El Bolson and the tribal homelands of the Comanche and Apache peoples. Issued by Jose Maria Veramendi. Juan Mart�n de Veramendi 1778�1833 was Mexican governor of Coahuila and Texas from 1832 until 1833. He and Juan Jos� Erasmo Segu�n met Stephen F. Austin at Natchitoches Louisiana on June 21 1821 and accompanied him to Bexar. In 1822�23 Veramendi served in Bexar as collector of foreign revenue from which office he was elected as alternate deputy of the Texas Provincial Deputation to the Mexican National Constitutional Congress on September 8 1823. In 1823 Veramendi obtained a grant of five leagues of land from the ayuntamiento but when he discovered that the land lay within Green DeWitt's colony he petitioned for a grant under the colonization law of March 24 1825 so that he would not be classified as a colonist of the empresario DeWitt. Veramendi was the first alcalde of Bexar in 1824 and 1825. He was elected vice governor of Coahuila and Texas on September 6 1830 and was confirmed by the legislature on January 4 1831. Upon assuming his duties as vice governor he moved with his family from Bexar to Saltillo. In April 1831 his daughter Ursula Mar�a de Veramendi married James Bowie. Bowie and Veramendi formed a partnership to establish cotton mills in Saltillo and Veramendi began to divide his time between Texas and Coahuila. He assumed the office of governor upon the death of Jos� Mar�a Letona in 1832 and served until 1833. His administration was favorable to the Anglo-American colonists and therefore unpopular with many of the Mexican groups.
