First edition.<br /><br />The Spanish American Empire of the eighteenth century has often been depicted as a monolithic autocracy under the Bourbon dynasty. This work refutes this concept with a case study in the field of local government. Despite the claims of absolutism by the Spanish rulers there was a measure of self-government although limited for the American-born colonists. In the cabildo or town council the upper class in the colonies found an instrument for the ventilation of its aspirations. The study opens with a survey of local government in the Peninsula and of the reforms instituted by the enlightened Charles III. The policies of the Bourbons toward the town councils in the Audiencia of Lima or roughly the territory of present day Peru are examined. This is followed by an analysis of the composition of the town councils and a description of the functions of the various officials. Particular attention is given to Lima the capital of the viceroyalty. The establishment of the intendancy in the 1780's meant a diminution of authority for the local council; however this was accompanied by a reinvigoration of its reaming activities. The town council became the center of resistance to Spanish authority and simultaneously a nucleus for the reorganization of government during the period of strife. When independence had been achieved it provide the creole with a sense of continuity with the past as well as an underpinning for the new political structure that had to be erected.<br /><br /> Donald E. Worcester 1915-2003 was an American historian who specialized in Southwestern United States and Latin American history. He was president of the Western History Association from 1974-1975. Worcester graduated from Bard College in 1939. He received an M.A. from the University of California Berkeley in 1941. He then served in the US Naval Reserve in World War II. He received a PhD. from Berkeley in 1947. From 1947 until 1963 he was a professor at the University of Florida. He then was a professor at Texas Christian University and history department chair. From 1960 until 1965 he was managing editor of the Hispanic American Historical Review. Worcester's view that history is made of complexities not dualities is seen as foundational for much of the understanding by later scholars of Southwest United States history.<br /><br />Condition:<br /><br />Worcester's stamp to front end paper and book plate to front pastedown. First edition.<br /><br />While the major units in imperial government the viceroy the audiencia and the intendant have been subjected to intensive investigation by competent scholars no comparable examination has hitherto been made of the local council which represented the vital interest and sentiments of the important creole class. This study is a partial attempt to fill the hiatus in the history of colonial institutions. Because of the ramifications of the subject and the plenitude of source material the scope was restricted to both geographical and chronological treatment. Accordingly it has been the author's intent to described the evolution of the cabildo in the viceroyalty of Peru from its Castilian background and origin through two centuries of development under the Hapsburg rulers 1530-1700. Although generalizations are difficult in the field of local government where a multitude of diverse units are considered some conclusions and observations have been hazarded. Nor does the this study purport to be definitive for records of the various cabildos are still being transcribed and published in many parts of Spanish South America. The principal source material that has been utilized is the libros del cabildos or the records of the town councils which are available in printed form for many municipalities. the Harkness Collection of Peruvian manuscripts in the Library of Congress contained the records of the towns of Chachapoyas and Guamanga for portions of the sixteenth century and pertinent decrees of the king and viceroys. Other sources were the material from the Spanish Colonial Archives and the British Museum and the standard references the Recopilacion de leyes de Indias Solórzano's Politica Indiana and the Memorias or Relaciones of the Peruvian viceroys during the Hapsburg era.<br /><br />Donald E. Morelet indicated that he had deposited at the Museum 90 cryptogamic plants, 150 species of molluscs which were still undescribed, 32 species of unknown fish, 104 reptiles, 70 birds and 57 mammals, furthermoere he made important observations on the geography, ethnology and archeology of the areas visited.

Limited to 2000 copies.<br /><br />Vasco de Quiroga born between 1470-78 - died March 14 1565 was the first bishop of Michoacan Mexico and one of the judges oidores in the second Audiencia that governed New Spain from January 10 1531 to April 16 1535. Coming from a background as a lawyer and a judge he was appointed to be a judge in the second Audiencia after the first Audiencias failure. As an oidor he took a strong interest in restoring order to the Michoacan area which had been ravaged by rebellions and unrest. He employed a strategy of congregating indigenous populations into congregated Hospital-towns called Republicas de Indios organized after principles derived from Thomas More's Utopia. The purpose of this policy was to make the dispersed indigenous populations easier to control and instruct in Christian values and lifestyles. He established two such hospitals: Santa Fe de Mexico close to the town of Tacuba in the Valley of Mexico and Santa Fe de la Laguna close to Patzcuaro Michoacan. Because of his reputation as a protector of the Indians Vasco de Quiroga is venerated as a saint in some communities in Michoacan to this day.<br /><br /><b>Condition:</b><br /><br />A near fine copy in like jacket.
