Foreword by L. R. Beteta. The early land-holding system of the natives of Mexico was a sort of patriarchal communism. This however was modified into various systems of unequal distribution even before the coming of the Spaniards who simply grabbed the land and reduced the natives to peons. Most of the land was held in a relatively few large estates and there remained only a small number of land-holding villages. Conditions among the peons became more and more deplorable. Finally the accumulated misery of the disinherited masses brought about the revolution of 1910. In The Ejido: Mexico's Way Out Eyler Simpson follows the labyrinthine course of the reform legislation distinguishing the fundamental variations from the superficial changes tracing the policy of the Mexican government and the modifications it has suffered following the shifts in personnel or in ideas of the political leaders. The heart of Mexico's agrarian reform is the ejido. The word is used to refer to all types of lands which have been restored or granted to agricultural communities under the land reform initiated in 1915. The ejido in practice however presents numerous problems: securing enough arable land; obtaining funds for and installing the often necessary irrigation systems; financing the land grants; educating the peons – overcoming ancient prejudices teaching them how to live and to make the soil yield; organizing the villages politically and socially; establishing an adequate economic system with workable credit and markets. Simpson has presented actual studies of individual villages showing in each instance how the problem has been met and what progress is being made in restitution of land to villages. Its application here is that it contains the relatively complete plan for the reduction of the Indians to villages which is the subject of the second part of this paper. In the transcription here undertaken the spelling and punctuation have been modernized ad some errors of the copyist have been corrected. Where the text of the Preamble has been damaged at the foot of the first folio the lacunae have been supplied from the text as given by Las Casas.
