Dei delitti e delle pene (1764), tratta della riforma della legislazione penale dell'epoca e ancora oggi è considerato un documento assolutamente attuale, da rileggere per ricordarci come la legislatura, da quel tempo in poi, si sia purtroppo persa nei meandri della burocrazia e dell'incertezza della pena. "Il fine delle pene non è di tormentare ed affliggere un essere sensibile, né di disfare un delitto già commesso. Può egli in un corpo politico, che, ben lungi di agire per passione, è il tranquillo moderatore delle passioni particolari, può egli albergare questa inutile crudeltà strumento del furore e del fanatismo o dei deboli tiranni? Il fine dunque non è altro che d'impedire il reo dal far nuovi danni ai suoi cittadini e di rimuovere gli altri dal farne uguali".
