The etymology of the name of the prophet is not clear. It seems to be a loan-word representing the Assyrian 'hambakuku, ' a garden-plant, and has the appearance of being a writer's pseudonym (F. E. Peiser, 'Der Prophet Habakuk, ' in 'Mitteilungen der Vorderasiatischen Gesellschaft, ' 1903, i. 12) . ... Peiser (l. C. ) contends that Habakkuk is the pseudonym of a Judean prince held as a hostage in Nineveh, and who witnessed the attack of the Medes, in alliance with Chaldea and Babylon, in 625 B. C. But his book announces a second attack. This prince may have been the son or grandson of Manasseh. Peiser shows that Habakkuk displays remarkable familiarity with Assyrian literature, his similes indicating quotations from, and adaptations of, Assyrian mythological writings. - 1906 JE. Bucharest 4/17 January 1897 - d. New York 24 August 1960) was a Romanian legal expert. During the interwar period, he promoted the notion of international criminal proceedings against heads of state found guilty of crimes against humanity, through the establishment of a special international tribunal for that purpose. In 1938 he served as President of the Committee on Legal Questions of the League of Nations. In 1944 he was appointed Romanian Ambassador to Switzerland, and in that capacity saved some Romanian Jews from deportation to Nazi occupied Poland. In 1948, he took part in formulating the Convention on the Prevention and Punishment of the Crime of Genocide. He kept advocating the idea of establishing an international criminal court, and in 1950 presented his proposals to that effect to the International Law Commission (UN document A/CN.4/39) , which deliberated over the issue in its meetings of 5 to 6 July 1950 (Wikipedia 2015) .
