Guy Hermet analyse les expériences espagnole, italienne (le transformismo), colombienne ou argentine, à partir une masse de données comparatives. Assez curieusement, on ne trouve que très peu d'ouvrages en langue française sur la démocratie. La science politique semble se détourner de cette question cruciale pour aborder davantage l'étude des problèmes du comportement électoral, l'analyse des systèmes de partis, ou encore pour réfléchir de manière souvent normative sur le totalitarisme, le libéralisme ou l'apparition des utopies... ‎Tome I seul (sur 2) des souvenirs de Edouard Herriot (1872-1957). Fils d’un officier d’infanterie, il obtint une bourse pour préparer l’École normale supérieure. Il y fut reçu en 1891, et obtint en 1893 son agrégation de lettres, qui lui ouvrit les portes d’une brillante carrière d’universitaire. Il fut d’abord professeur à Nancy, puis à Lyon, en classe de rhétorique. Après un premier ouvrage consacré à Philon le Juif et l’école d’Alexandrie, couronné par le prix Victor Cousin de l’Académie des Sciences morales et politiques, il soutint sa thèse de doctorat sur Madame Récamier. À Lyon, il s’engagea dans l’Affaire Dreyfus aux côtés d’Emile Zola, Anatole France et Charles Péguy, et fonda la section lyonnaise de la ligue des Droits de l’Homme. Il entra véritablement en politique dans le sillage du maire de la capitale des Gaules, Augagneur, qui, en 1904, le prit sur sa liste aux élections municipales. Herriot allait lui succéder à la mairie en 1905. Figure montante du parti radical, il fut élu en 1912, à quarante ans – l’âge minimum requis –, sénateur du Rhône. Pendant la Première Guerre mondiale, il fut appelé comme ministre des Travaux publics, du transport et du ravitaillement dans le cinquième ministère Briand. À l’issue du conflit, le parti radical-socialiste, moribond, le porta à sa tête ; il le reconstruisit. En 1923, ce parti, sous son impulsion, s’associa avec la SFIO pour fonder le Cartel des gauches. Après la victoire du Cartel, aux élections législatives de 1924, Herriot devint chef du gouvernement, mais tomba bientôt, renversé sous l’influence des milieux de la banque et de l’industrie hostiles à sa politique financière. Jusqu’aux années 1930, Edouard Herriot devait poursuivre sa carrière de parlementaire. Il revint également au gouvernement comme ministre de l’Instruction publique dans le cabinet de l’Union nationale fondé par Raymond Poincaré en 1926. À ce poste, dans un climat politique apaisé, il mit en œuvre la réforme de l’école unique. Il retrouva le chemin du pouvoir en 1932, à la tête d’un gouvernement de concentration qui ne devait durer que quelques mois. Après le 6 février 1934, il fut encore ministre d’état dans le gouvernement Doumergue, puis membre de plusieurs gouvernements de droite, cependant que son parti évoluait vers la gauche et le Front Populaire. En 1935, réservé quant à cette alliance, Herriot démissionnait de la présidence de son parti, où il fut remplacé par Daladier. Antimunichois de la première heure, partisan de la fermeté face à Hitler et soutien de Paul Reynaud, il s’abstint en 1940, alors qu’il était président de la Chambre, après avoir soutenu Paul Reynaud, de voter les pleins pouvoirs au maréchal Pétain. À l’été 1942, lorsque le gouvernement décida de dissoudre le bureau des Chambres, il fut mis en résidence surveillée, arrêté, puis déporté en Allemagne en 1944. À son retour en France à la Libération, il devait retrouver la direction du parti radical, la mairie de Lyon, et également la présidence de l’Assemblée nationale.‎
