Strategic Bombing Survey in the preparation of further reports of a more comprehensive nature. Any conclusions or opinions expressed in this report must be considered as limited to the specific material covered and as subject to further interpretation in the light of further studies conducted by the Survey. This edition was reproduced by a photolithographic offset process from the first edition of the report. To expedite standardize and clarify the printing of this and other European reports minor changes were made on the cover title page and some drawings. The research conducted in Japan depended in large measure on the abilities and the unstinting efforts of the language personnel attached to the Division. The output of Japan's basic industries had begun to deline months before significant bomb tonnages were dropped on the Japanese home islandes. An inescapable and fundamental limitation upon Japan's War potential was its serious deficiency in the natural resources whichout which modern war cannot be waged. The cumulative effects of the attack on shiping and mining of ports were predominantly responsible for the condition of the Japanese heavy industries at the end. The Japanese aircraft industry received relatively little direct financial aid from the government during the course of the war. U.S. intelligence estimates as to the output of combat aircraft were reasonably accurate up to the spring of 1944. After that the estimates overstated what the Japanese were able to do by about 20 percent due to an overestimation of their ability to recuperate in the spring of 1945. However the Japanese were so busy dismantling plants and moveing tools and equipment into caves and tunnels that the result was a considerable loss of production from this dispersion activity.
