‎François Mitterand a été un témoin et un acteur privilégié d'une des périodes les plus passionnantes que l'Europe ait vécues depuis 1945, marquée par l'effondrement du communisme, la réunification de l'Allemagne, la guerre du Golfe et la guerre en ex-Yougoslavie, la montée des nationalismes en Europe. Ce Président, rompu aux affaires internationales, laisse pourtant une image controversée, celle d'un dirigeant qui aurait "raté" la sortie de la guerre froide et n'aurait pas su prévoir l'évolution du monde. Ses détracteurs lui reprochent d'avoir cru à tort que la réunification de l'Allemagne pouvait être retardée, d'avoir manqué d'audace dans la gestion de la crise yougoslave et commis une grave erreur d'appréciation lors du coup d'Etat avorté à Moscou, en août 1991. Hors d'Europe, en Afrique, en Asie, au Proche-Orient, on peut légitimement se demander si François Mitterand a eu une politique étrangère digne de ce nom. Mais était-il absurde de tenter de retarder la réunification de l'Allemagne ? En ex-Yougoslavie, la France pouvait-elle s'engager davantage alors que les Etats-Unis refusaient une présence militaire significative au sol ? François Mitterrand n'a-t-il pas finalement réussi à sauvegarder l'axe principal de sa politique étrangère : la construction européenne ? Ce livre tente de répondre à ces questions sans parti pris ni esprit polémique. Il confronte, sans doute pour la première fois, les témoignages d'acteurs concernés (ministres, conseillers à l'Elysée, diplomates, officiers généraux) aux points de vue de chercheurs et de journalistes spécialisés. Il aborde, chemin faisant, les problèmes de la souveraineté nationale, du processus de décision ou encore du rôle joué par l'opinion publique. Sur ce personnage complexe et secret que fut François Mitterand le lecteur ne trouvera pas dans ce livre de "conclusion définitive", ni d'illusoire "dernier mot", mais un ensemble d'analyses tantôt convergentes, tantôt contradictoires, qui lui permettront de se forger son point de vue. Informational broadside of unspecified origin likely intended for readers of "Peoples' World" or a similar Soviet-sympathetic publication. The document centers on a Q & A sequence addressing the situation in Berlin which had been blockaded by the occupying Soviet forces in a direct challenge to the developing post-war order. The broadside offers explanations of some of the issues that led to the blockade. It appears to predate the commencement of the Berlin Airlift with which allied forces answered the blockade. Very good. Unrecorded samizdat publication an unusual and highly appealing piece from the Cold War era. This well-illustrated manual details the arsenals of US and NATO forces in the early eighties. The text is divided into colour-coded sections the first containing "intercontinental strategic nuclear weapons" followed by "eurostrategic nuclear weapons" the main land armaments; those of the VVSW and PVO - Air force and Air Defence Troops - and the main classes of ships. The four folding maps show the striking range of nuclear weapons stationed at sea and on European soil; the routes of the Airborne Early Warning and Control System AEW&C usually referred to as AWACS; and the overall dispositions and composition of American rapid response troops. A volume evidently originally produced for the training of Soviet army officers this version has no restrictive classification specified and no imprint or publication date the printed code on the colophon - "Ag 117/XVII-6/82-1019" - suggests the year 1982 and the use of the Latin alphabet suggests the book may have been "pirated" in East Germany. The text was produced at a crucial juncture in US-Soviet relations: in the late 1970s the Soviet Union increasingly produced intermediate range missiles leading to the Nato Double-Track Decision and early negotiations to limit the production of intermediate and long-range nuclear forces. The talks quickly stalled however and this internal guidebook suggests the heightened degree of anxiety amidst the Soviet military leadership during the period. In March 1983 President Reagan announced the Strategic Defense Initiative SDI and in November of that year the "Able Archer 83" training manoeuvre simulated a full-scale atomic war between the rival powers further heightening international tensions. Ultimately the Intermediate-Range Nuclear ForcesTreaty was only signed in 1987 coming into force in 1988 shortly before the collapse of the Soviet Union. But when scientists in Britain first discovered a way to build an atomic bomb, Prime Minister Winston Churchill did not make the most of his country's lead and was slow to realize the Bomb's strategic implications.
