Innerhalb des deut-schen Millionenheeres mögen die gegen Kriegsende auch in Südosteuropa ausgehobenen Kontingente zwangsrekrutierter "Volksdeutscher" militärisch kaum ins Gewicht gefallen sein und den Kriegsverlauf nicht entscheidend beeinflußt haben, obschon die nationalsozialistische Kriegsführung letzthin nicht auf sie verzichten wollte. Besondere Aufmerksamkeit verdienen diese Soldaten, die nach dem Krieg in ihren Ländern vielfach im Zwielicht einer erzwungenen Kollaboration standen und deren Schicksal im Nachkriegsdeutschland kaum Beachtung fand, jedoch nicht zuletzt wegen des Ausmaßes von Verweigerung und Widerstand in ihren Reihen und der an ihrem Beispiel sichtbaren verschärften Methoden militärischer Disziplinierung im "totalen Krieg". Hitlers Idee von einem "Großgermanischen Reich" als nationalsozialistischem Großstaat wies den besetzten Ländern unter deutscher Hegemonie eine völlig untergeordnete Rolle zu. Ziel der deutschen Kriegs- und Besatzungspolitik war eine durchgreifende europäische Neuordnung. Die "Lebensraumpolitik", eine siedlungspolitische Herrschafts- und Ausbeu-tungsstrategie auf der Basis von Massenvernichtung und Vertreibung, zielte auf die Durchsetzung rassenideologischer Politik und setzte einen unübersichtlichen Prozeß der Neuordnung der europäischen Bevölkerungsverhältnisse in Gang. Infolge der praktischen Annexionen der besetzten Gebiete gerieten die deutschen und "eindeutschungsfähigen" Bevölkerungsgruppen in Mittel- und Osteuropa in den Sog einer völkerrechtswidrigen Rekrutierungspraxis. ?
