Fine Turkish, Ottoman (1500-1928) Original manuscript paper with its decorative frame. Paper size: 7,5x13 cm; frame size: 19x24 cm. In Ottoman script. 1 p. Signature of Halim by his very calligraphic style with 'Hattat el-Hac' title and seen one sentence down of paper: 'Gönderilen meblagi mütesekkir aldim hürmetlerim efendim' [i.e. 'I received the amount sent, thanks and gratitude']. Mustafa Halim Özyazici, was an Ottoman calligrapher and one of the last of the classical Ottoman calligraphers, using the Arabic script. He was a versatile calligrapher with a high level of expertise in many styles of script, but was widely regarded as a master jeli-thuluth. He is most noted for his work on various restoration projects, of both manuscripts and public buildings. He was born Mustafa Abdülhalim on 14 January, 1898 in the Hazeki district of Istanbul. He was the son of Nalinci Haci Cemâl Efendi, originally from Crimea and his mother was Sudanese. He was educated at Gülsen Junior High School, where he was given lessons in calligraphy by Hamid Aytaç, who recognised his talent and encouraged him to pursue calligraphy as a career. He later studied drawing and sculpture at the Academy of Fine Arts in Istanbul. His formal calligraphy studies were with Hasan Riza Effendi (1849-1920) and Kamil Akdik (1862-1941) where he mastered the thuluth, nasih and riqâ scripts. In 1916, he was drafted into the Army. After completing basic training he worked in the Military Printing Department and also worked in Evkâf-i Islâmiyye Printing Press. Following his discharge from the Army in 1924, he opened an office in Bâbiâli Street (The Sublime Porte) where he prepared all types of calligraphy; business cards, seals and book covers. He also taught in various schools around the Cagaloglu district of Istanbul. From 1927, he was employed in the Imperial Chancery. When the Latin alphabet replaced Arabic lettering in 1928, he applied to go to Egypt, where classical calligraphy, using Arabic script, was still valued, but his application was rejected in 1929. He subsequently abandoned calligraphy altogether. However, during the 1940s, his skills in classical calligraphy found an outlet when he became part of a major restoration project which worked on repairs to numerous manuscripts in a variety of styles and the restoration of calligraphic reliefs and monumental art in historic, public buildings, including many mosques. In 1948, he was appointed to the position of 'old writing teacher' at the Academy of Fine Arts in Istanbul; a position he retained until his retirement in 1963. One of his responsibilities was to write the diplomas for those who were about to graduate from the Academy. He died on 30 September, 1964, ten days after being involved in a traffic accident. He was buried in the Kozlu Cemetery. Although he developed expertise in many different types of script, he was regarded as a master of jeli-thuluth script. He wrote a number of exercise books for students to practice scripts in nesih, thuluth-nesih, riq'a, diwânî and jeli diwânî, and which were part of a program designed to promote the art of calligraphy. These books are still being printed and distributed to students of calligraphy.

Turks living in the Aegean islands of Rhodes and Kos under Greek sovereignty have a multitude of problems at present. These can be summarized under various headings such as Citizenship, the Right to Education in Turkish, Free Practice of Religion, Environment of Hatred and Oppression, Foundations (Waqfs) and Protection of Cultural Heritage Inherited from the Ottoman Turks. Greece has been implementing various policies for the cultural assimilation of Island Turks. Part of cultural assimilation policies adopted by Greece was its actions towards cutting off all ties between the Turkish foundations and island Turks, and consequently destroying architectural monuments inherited from the Ottomans. It is known that establishment of the foundations on the islands started with the Ottoman conquest of Rhodes and Kos in 1522. Over the centuries, foundations led to the development of a feeling of unity and solidarity among the island Turks. Foundations have provided opportunities for island Turks in important areas from worship services to education and has also contributed to the preservation of common traditions. After the end of the Second World War, the island was assigned to the sovereignty of Greece in 1947, Greece started launching a policy for the gradual destruction of Muslim Turkish foundations. Unlike other foundations in Greece, foundations in Rhodes and Kos are subject to heavy taxes in addition to the same property taxes as commercial institutions. On the other hand, the Greek governments compelled the foundations to sell part of their properties by continuously forcing the Foundation Administration to make huge payments. By dwindling the Turkish foundations, Greece has been trying to bring the Turkish presence in Rhodes and Kos to an end. In summary, the Turks living in Rhodes and Kos today are on the brink of losing their Turkishness let alone preserving their cultural identity, including foundations. An atmosphere of fear prevails among the island Turks and they feel intimidated. We wish that the book Turkish Foundations in Rhodes and Kos will be beneficial to researchers who will conduct studies on this subject and also raise awareness in the international arena on the assimilation policies implemented by Greece.

Political and economical developments that took place beginning from the late 16th century, by changing the Ottoman administrative order in a great scale, gave way to a decentralization process. In this period, the class of notable superseded the governors assigned from the centre. Notables, who acquired the management of vast acres and farms through the system of tax farming and manor, in time had captured province bureaucracy and strengthened their autonomies. However, while the consequences of heavy defeat against Russia in 1774 had necessitated reformation in military field, the cost of these reforms played off central government and local powers. In he beginning of 19th century, as reforms which proposed re-centralization tired to push notables out of the system, notables opposed with a rigorous resistance. In this period in which arduous struggles occurred had taken place between Notables and the government, one of the strongest notables who joined authority struggle with the state was Osman Agha of Tavas. The Ottoman Empire used anthems since its foundation in the late 13th century, but did not use a specific imperial or national anthem until the 19th century. During the reign of Mahmud II, when the military and imperial band were re-organized along Western lines, Giuseppe Donizetti was invited to head the process. Donizetti Pasha, as he was known in the Ottoman Empire, composed the first Western-style imperial anthem, the Mahmudiye Marsi. Like in many other monarchies of its time, the anthem of the Ottoman Empire was an imperial anthem, not a national one. Hence it paid homage to a specific ruler and a new anthem was composed at each imperial succession. However, in 1844, with the Tanzimat reforms, the Mecidiye Marsi was recognized as the first official Ottoman national anthem. The first official Ottoman national flag (which was in essence identical to the present-day Turkish flag) was also adopted in 1844. Giuseppe Donizetti was an Italian musician. From 1828 he was Instructor General of the Imperial Ottoman Music at the court of Sultan Mahmud II (1808-39). His younger brother was the famous opera composer Gaetano Donizetti. He studied music first with his uncle, Carini Donizetti, and, later, he was a pupil of Simone Mayr. After enlisting in Napoleon's army (1808), he served there as band leader. He took part in the campaigns against Austria and in Spain, and followed Napoleon to Elba. He was present at the Battle of Waterloo. After the fall of Napoleon, he continued his career as a bandmaster in the Savoy army. Giuseppe Donizetti Pasha, as he was called in the Ottoman Empire, played a significant role in the introduction of European music to the Ottoman military. Apart from overseeing the training of the European-style military bands of Mahmud's modern army, he taught music at the palace to the members of the Ottoman royal family, the princes and the ladies of the harem, is believed to have composed the first national anthem of the Ottoman Empire, supported the annual Italian opera season in Pera, organised concerts and operatic performances at court, and played host to a number of eminent virtuosi who visited Istanbul at the time, such as Franz Liszt, Parish Alvars and Leopold de Meyer. Although the elder Donizetti was born in Bergamo, Italy, Constantinople became a second home for him, and he lived there until his death in 1856. He is buried in the vaults of the St. Esprit Cathedral, near the Beyoglu district of Istanbul, in Pera. Giovanni Avolio, (1849-1936) was an Italian conductor and composer. According to the sheet musical paper, this first anthem was composed in 1831 by Donizetti and arranged by Avolio into piano in 1918. J. D. Andria is one of the best known music publishers among the Ottoman Empire mionrities. According to he documents in hand, it can be estimated that he began musical score publication in the year of 1904. Andria dealt with music publication at the address of Beyoglu, Istiklal Street (Near Agha Mosque) at 68 no. Andria also published four pieces of Turkish marche parties for piano as far as we know; besides his big sized west music works, which were published in general by him. Donizetti's 'Marche' is one of them as well besides Halit Recep Arman's, Miilok's, and Orente's ones. It is known when publishing life of Andria ended. Halid Ziya was born in Izmir, Tire. He went to Istanbul and continued to Hendese-i Mülkiye and Engineer Mekteb-i Âlîsi for seven years. After starting with "Aydin Province Umur-i Nafia Third Class Engineering", Halid Ziya Bey, who continued to work as a deputy chief engineer on 14 March 1910, left Aydin and returned to Istanbul after continuing this duty for about six and a half months. As a teacher, he taught Accounting, Algebra, Geometry, and Topography at Halkali Ziraat Mekteb-i Âlîsi and Darussafaka. Halid Ziya Bey, who was appointed as a teacher of Hendese and Cosmography in Kabatas High School, started to practice the profession of engineering and cadastral, which was his main specialty in 1327. After the First World War, the Istanbul Government started its activities in order to capture and neutralize Halid Ziya Bey and his friends. Upon the harsh measures taken, Halid Ziya Bey had to live as a fugitive in the Hasirci Mountains of Eskisehir for a while with the armed force attached to him. Halid Ziya Bey, who was involved in the movement in Anatolia until the end of the National Liberation Struggle, returned to his engineering duty after the proclamation of the Republic and was included in the cadastral works again. In 1925, Halid Ziya Bey was appointed as the Head of the Science Committee of the new cadastre organization. He wrote 5 books on cadastre, photogrammetry, trigonometry, and cadastral tools in 1928 and 1929. In addition, as a result of personal work in 1928, the road between the provincial division of the Republic of Turkey with cities, has prepared a comprehensive map to show up in the forest and mining.
