Mendelssohn II p. 670 "In 1856 John Scott 1814-1898 was appointed to the post of Lieutenant-Governor of Natal charged with introducing the royal charter of 1856 which granted representative government and with putting the new constitution and its elective parliament into operation. . Natal's initial impression of Scott was that he was obstinate in the extreme and was unwilling to allow Natalians to give proper expression to the new constitution; that he had no understanding of representative institutions and even less sympathy with them. In the Natal Parliament there were consequently serious differences of opinion between the representatives of the people and the Lieutenant-Governor.
