Guillaume François Le Trosne (1728-1780) joined the physiocrats in 1764, contributing articles to their journals, and writing works defending their ideas. 'He became one of the most lucid exponents of the physiocratic doctrine; his views express most clearly the evolution of the school. At first an enthusiastic, inflexible adept of the abstract physiocratic system, he nevertheless evidenced a preference for practical questions, as reflected in his La liberté du commerce des grains, toujours utile et jamais nuisible (Paris, 1765).In this work, Le Trosne condemns the vagabond as a parasite on, and an enemy of, society. 'Only in politics did he remain absolutely faithful to absolutism ..... and hostile to democracy, that 'bizarre and monstrous' government which he doubtless pictured in the form of the violent popular demonstrations against the dealer in wheat or as personified by the vagabonds who had set fire to one of the farms of the magistrate' (ESS). Discusses the current situation in France, measures, legal and otherwise, taken to combat or remedy the situation, discusses the distinction to be made between vagabonds and beggars, and discusses possible solutions, one of which is condamning vagabonds to the galleys, and ends with a project for beggars and ways to combat mendicity. 'Ils provoquent le renchérissement de la main-d'oeuvre, car leur oisiveté diminue le nombre des travailleurs; ils favorisent encore l'augmentation des tailles' (INED: They cause the increase of cost of manpower, of labour, as their idleness reduces the number of workers; they rather favor the increase of the "tailles" (a tax)" (our translation)).

Bel ensemble de 19 documents de 1791-1792 reçus par M. Garrau de Balzan, receveur à Saint-Maixent, concernant les impôts, les règlements, les bordereaux qu'il doit ou non remplir, les sommes qu'il doit, et avec lesquelles il semble avoir quelque problème ("Vos recouvrements, dont l'arriéré est véritablement énorme...", dit une des lettres). Alternent les bordereaux, récépissés, lettres manuscrites, clarifications sur les lois et règlements. Les courriers sont principalement signés Proust et Vauguyon. Un extrait de règlement du 23 juin 1792 a été légèrement brûlé (manque d'un cm au milieu de la feuille, sans perte de texte), un bordereau est en partie déchiré avec manques (sans perte de texte non plus) et noirci, l'ensemble est en excellent état. Beau document sur l'administration révolutionnaire, ses règlements, son style - on passe brusquement au tutoiement du Citoyen dans l'un des courriers... Informations supplémentaires sur demande. Bound with 4 further Acts on similar subjects viz:- 3 Geo:4 Cap.50> 1822 18pp. 3 Geo:4 Cap.88> 1822 32pp. 4 Geo:4 Cap.11> 1823 19pp. 4 Geo:4 Cap.45> 1823 18pp. An interesting volume printing the full texts of some 29 Acts of Parliament on assessed taxes which reached the 'Statute Book' between July 1803 and July 1823. with the contemporary ownership signature in several places of a Thomas Houghton and a list of the Acts in his hand on front endpapers. The Assessed taxes in the first 20 or so years of the 19th century were a 'fiscal fiasco' Stephen Dowell History of taxation> III p.157. 'These taxes formed by Pitt into a group commonly termed the 'Assessed Taxes' a term which may be meaningless if not misleading but at which it may not be worth the while here to cavil had been used by him in the war as a general system of direct taxation. Thrice he raised them by percentages and at last in 1797 in an hour of peril to the kingdom when a large addition to the revenue was required enormously increased them and by means of the famous 'Triple Assessment' endeavoured to obtain the effect of a property tax at 10 per cent. The result was a fiscal fiasco unequalled in the history of our taxation.' Dowell loc. cit. The taxes were charged on an extraordinary assortment of items including game licences servants carriages horses dogs mules and on the profits of property professions trades and offices and much more. 8 95 pp.Medical ordinances and a list of the new taxes on nearly 2000 named medicinal components. As the Habsburgs in the 1770’s attempted to strengthen their control over the professional standards and business activity of pharmacists and medical personnel in their realms the authorities imposed new taxes on behalf of Empress Maria Theresa covering all components of medicaments described and prescribed in the Pharmacopoea Austriaco-Provinciali the official book of pharmacological recipes for the entire Habsburg empire with editions published almost every year from 1776 to ca. 1822. The ordinance on the subject was promulgated on 25 November 1775 and took affect on 1 January 1776 so the 1776 edition was clearly the first but the 1790 edition calls itself the second. It is therefore not certain whether the present copy is the true second edition or a reissue of the first. The ordinance pp. 3-8 of the preliminaries is signed by Christian August Graf von Seilern Statthalter and Thomas Ignaz Freiherr von Pöct Kanzler and contains seven points including sanctions and criminal procedures in case of fraud.
