‎Député élu par la noblesse de Paris en 1789, rallié au Tiers état, Montesquiou devient rapidement rapporteur du Comité des Finances à la Constituante, puis président de ce même comité en 1791. Après une présentation des quatre principales parties du mémoire de Necker (besoins de l'année et moyens d'y satisfaire, question des billets-monnaie mis en circulation, Comité de Trésorerie, situation des affaires en 1791 et le remplacement des impôts), Montesquiou émet quelques réserves sur la méthode du ministre. Piqué, Necker ne tarde d'ailleurs pas à répondre aux objections du Comité.
