Thomas Mann trade unionist and communist. Two Autograph Letters Signed both ‘Tom Mann’ as Secretary of London Reform Union one endorsing a ‘scheme’ which will reduce the death rate; the other about ‘Douglas’ and a meeting of the Stepney Branch
12 and 30 May 1993; both on letterhead of London Reform Union Granville House 3 Arundel Street W.C. London. See the entry for Thomas Mann in the Oxford DNB. From the papers of Arthur George Liddon Rogers 1864-1944 son and editor of the economist Thorold Rogers James Edwin Thorold Rogers 1823-1890 for information regarding whom see his entry in the Oxford DNB. The second letter in good condition lightly aged and folded once; the first in fair condition folded three times with a number of short closed tears along creases. Mann is writing in his capacity as Secretary of the London Reform Union for whose ‘Object’ see the end of this entry. ONE: 12 May 1893. 2pp 4to. He has ‘just returned from Hall’ to find Rogers’ letter ‘giving resolutions carried at last Fridays meeting of Stepney Branch of L. R. U. at which I am very much surprised as I had definatly sic fixed the evening for Stepney & the only reason for my not attending was the receipt of the enclosed wired from Douglas’. He explains that he has not received ‘the letter referred to in the wire’. He is ‘very sorry that any disappointment should have been caused the Branch’ and will be ‘glad to attend any meeting that they may think well to arrange’. He surmises that Douglas ‘is annoyed that he has been discharged from the Central Office this was decided upon by the Finance Committee when a reorganisation of the Office was carried out by them’. TWO: 30 May 1893. 2pp 4to. He apologises for the delay in sending on the promised item which he had mislaid and only found that morning. ‘I am of opinion that the scheme is well worthy of adoption & believe that the deathrate would be materially reduced if applied all over London as already applied in part of Chelsea’ He has been to Chelsea ‘to see the thing as applied & there is nothing unsightly in the whole thing’. He hopes to see him on the coming Friday. Both letters have the ornate illustrated letterhead of the London Reform Union whose ambitious ‘OBJECT’ is stated in block capitals: ‘To reform the existing administration of the river docks and wharves the markets water supply means of lighting locomotion police the city funds hospitals and other charities to disseminate knowledge concerning the unfavourable conditiosn under which vast numbers of the working population live owing to defective and insanitary dwellings and working accommodation irregular and ill-paid labour the competition of alien immigrants the harshness of the poor law the unjust incidence of taxation the adulteration of food and other grave disadvantages and to obtain for London full powers of municipal government.’ 12 and 30 May 1993; both on letterhead of London Reform Union, Granville House, 3 Arundel Street, W.C. Clear ink stamps for Chester and Liverpool. <br /><br />"I have a little piece of poetry by me which you have not had and so I will send it. I do not know if you will like it but it is a favourite with some of my little friends and I thought it might do for the Child's Paper. It is of course my own." <br /><br />On securing the American evangelical ammunition needed for winning the hearts and souls of pious children in England. Knill the daughter of an English evangelical missionary to Jamaica India and St. Petersburg Russia who had settled later in life as a nonconformist preacher in Chester here writes to Russell S. Cook of the American Tract Society to request more children's publications and to alert him that she will submit a poem for publication in the <i>Child's Paper</i>. <br /><br />Though the Tract Society is not mentioned by name the letter is directed to Cook at the 150 Nassau St. address where the society had its headquarters from 1847 to 1858; see the AAS 19th Century American Children's Book Trade Directory. <br /><br />Knill's request for publications carries a hint of perhaps teasing impatience noting <br /><br />"I have never had any additional 'Child's Papers' and my friends are continuously inquiring for them. What shall I tell them That they need not expect any for you will not send them Then I want some other things from your side of the World if you would be so kind as to see that that they come. I want four copies of 'Songs for the little ones at Home' and one of those little books of hymns and tunes like that you had with you here out of which we all sang together the night before you sailed. Do you remember . . . Please make them all up into a big parcel and send them straight to me here as those Edinburgh people charge double carriage. Here is the list lest you should forget. 8 additional copies of the Child's Paper for each month in this year. 4 -- -- 'Song for the little ones at home.' 1 -- -- 'Hymn Book' " <br /><br />Knill sends news of a week of revivals promises more information on the old Providence House landmark in Chester and offers to settle her accounts as needed. Knill seems likely the author responsible for the anonymous short pieces datelined Chester Eng. in the early issues of <i>Child's Paper</i> as well as at least one piece published under the name "Mary Isabella" from Chester. Records suggest Knill appears was born March 28 1835 and baptised in November of that year baptism records that year have her name misspelled Knell; by the 1861 census she is listed as married to the noncomforming minister Charles Chapman. <br /><br />Outside panels sunned and somewhat stained; a little loss to one edge from the original seal present; in very good condition quite legible. One of the outstanding exponents of the theory of international trade in the nineteenth century First separate edition of this anonymous tract originally published in The Pamphleteer Volume XII number 23. Arnold Plant declared that "the anonymous author of this tract should take his place with Ricardo J. S. Mill Longfield Mangoldt and Edgeworth as one of the outstanding exponents of the theory of international trade in the nineteenth century. His use of algebraic symbols in setting out the ratios between the quantities of commodities his method of ascertaining from these ratios which of a number of commodities can be most advantageously exported and imported his demonstration that the ratios used may be either those of quantities of different commodities within the same countries or of the same commodities in different countries will bear comparison with for instance Professor Viner's own lucid exposition well over a century later" Plant introduction to 1933 reprinting pp. 40-41. The shop is shown with a clock-tower on which is flying a variant probably in error of the Union Jack. The roofline is castellated and the shop face bears these slogans from the roof level downwards - MULTUM IN PARVO/CHEAP CLOTHES & YORK SHOE WAREHOUSE/WHOLESALE RETAIL/LADIES NEW INVENTED STAYS. Above the shop window is ALLIN TAYLOR and in larger font the name ALLIN is top centre of the shop front. The shop is on the corner of the junction between ANN STREET and CONGREVE STREET. This location is given below the image also bearing the imprint 'Copyright CLEMENT Spossibly CONES BIRMINGHAM'. The flag on Allin's shop appears to be a variant of the Union Jack and assuming that is correct it would imply that the date for the print is 'not before' 1801 when the Union Jack was designed following the Act of Union 1801 which united the Kingdom of Great Britain and the Kingdom of Ireland previously in personal union to create the United Kingdom of Great Britain and Ireland. The architecture and the design of the clothes of a couple of figures shown would indicate a time frame of the first couple of decades of the 19th century. The slogan 'LADIES NEW INVENTED STAYS' provides another clue as 'Stays' was the term used for the fully boned laced bodices worn under clothes from the late 16th or early 17th century until the end of the 18th century.
