The Nurse Training Act of 1964 NTA was a landmark U.S. federal law enacted to combat a severe nursing shortage by providing funding for nursing education student loans and school construction. It authorized over $283 million over five years significantly expanding the nursing workforce and increasing diversity by promoting the integration of nursing schools. It provided grants for the construction and renovation of nursing school facilities. It established low-interest student loans to make nursing education more accessible. It funded improvements to nursing school programs to increase enrollment. It played a crucial role in dismantling racial segregation in professional nursing schools supporting Black nurses' access to education. It dramatically increased the number of nurses per capita in the United States especially between 1972 and 1983. The 1964 NTA represented a major shift in the federal government's role setting the stage for ongoing federal investment in nursing education. The Safe Drinking Water Act Authorization of 1979 Public Law 96-63 was an act of Congress that extended appropriations for the Safe Drinking Water Act SDWA for three fiscal years. It provided federal funding lines for EPA research technical assistance state program grants and underground water protection. Enacted on September 6 1979 Public Law 96-63 updated the legislative provisions of the original SDWA passed in 1974 to keep federal water security and state grant programs funded. The 1979 legislation amended the Public Health Service Act to authorize the following specific annual budget allocations:State Grants for Public Water System Supervision: Authorized $29450000 FY 1980 $32000000 FY 1981 and $34000000 FY 1982. State Underground Water Source Protection: Authorized $7795000 FY 1980 $18000000 FY 1981 and $21000000 FY 1982. By extending the authorization Congress allowed the U.S. Environmental Protection Agency EPA to continuously enforce national health-based standards to protect tap water. It also maintained a critical framework to prevent both naturally-occurring and man-made contaminants from polluting public drinking water supplies. The Safe Drinking Water Act SDWA is the primary federal law that ensures the quality of public drinking water in the U.S. Originally passed in 1974 the law was significantly amended in 1996 to direct the EPA to set science-based legally enforceable standards for over 90 contaminants in public water systems. The EPA is authorized to establish National Primary Drinking Water Regulations NPDWRs to protect against both naturally occurring and man-made contaminants. While the EPA sets the baseline the SDWA allows states to assume primary enforcement responsibility primacy as long as their state standards are at least as stringent as the federal requirements. The Act authorizes EPA-administered or state-run programs to regulate the injection of fluids underground to prevent contamination of underground sources of drinking water. The Act authorizes funding mechanisms-such as the Drinking Water State Revolving Fund DWSRF-to assist public water systems in financing the costs of infrastructure improvements needed to comply with SDWA regulations. The United States National Science Foundation NSF is an independent agency of the United States federal government that supports fundamental research and education in all the non-medical fields of science and engineering. Its medical counterpart is the National Institutes of Health. With an annual budget of about $9.9 billion fiscal year 2023 the NSF funds approximately 25% of all federally supported basic research conducted by the United States' colleges and universities. In some fields such as mathematics computer science economics and the social sciences the NSF is the major source of federal backing. NSF's director and deputy director are appointed by the president of the United States and confirmed by the United States Senate whereas the 24 president-appointed members of the National Science Board NSB do not require U.S. Senate confirmation. The director and deputy director are responsible for administration planning budgeting and day-to-day operations of the foundation while the NSB meets six times a year to establish its overall policies. The U.S. National Science Foundation NSF was established by the National Science Foundation Act of 1950.8 Its stated mission is "to promote the progress of science to advance the national health prosperity and welfare and to secure the national defense".9 The NSF's scope has expanded over the years to include many areas that were not in its initial portfolio including the social and behavioral sciences engineering and science and mathematics education. The NSF is the only U.S. federal agency with a mandate to support all non-medical fields of research. Since the technology boom of the 1980s the U.S. Congress has generally embraced the premise that government-funded basic research is essential for the nation's economic health and global competitiveness and for national defense. This support has manifested in an expanding National Science Foundation budget from $1 billion in 1983 to $8.28 billion in 2020. NSF has published annual reports since 1950 which since the new millennium have been two reports variously called "Performance Report" and "Accountability Report" or "Performance Highlights" and "Financial Highlights"; the latest available FY 2013 Agency Financial Report was posted December 16 2013 and the six-page FY 2013 Performance and Financial Highlights was posted March 25 2013. More recently the NSF has focused on obtaining high return on investment from their spending on scientific research. Various bills have sought to direct funds within the NSF. In 1981 the Office of Management and Budget OMB introduced a proposal to reduce the NSF social sciences directorate's budget by 75%. Economist Robert A. Moffit suggests a connection between this proposal and Democratic senator William Proxmire's Golden Fleece Award series criticizing "frivolous" government spending — Proxmire's first Golden Fleece had been awarded to the NSF in 1975 for granting $84000 to a social science project investigating why people fall in love. Ultimately the OMB's 75% reduction proposal failed but the NSF Economics Program budget did fall 40%. In 2012 political science research was barred from NSF funding by the passage of the Flake Amendment breaking the precedent of granting the NSF autonomy to determine its own priorities. U. S. The 1960 United States presidential election was the 44th quadrennial presidential election. It was held on Tuesday November 8 1960. In a closely contested election Democrat United States Senator John F. Kennedy defeated incumbent Vice President Richard Nixon the Republican Party nominee. This was the first election in which fifty states participated and the last in which the District of Columbia did not. It was also the first election in which an incumbent president was ineligible to run for a third term because of the term limits established by the 22nd Amendment. It is also the last election where the losing candidate won Ohio. Nixon faced little opposition in the Republican race to succeed popular incumbent Dwight D. Eisenhower. Kennedy a junior U.S. Senator from Massachusetts established himself as the Democratic front-runner with his strong performance in the 1960 Democratic primaries including a key victory in West Virginia over United States Senator Hubert Humphrey. He defeated Senate Majority Leader Lyndon B. Johnson on the first presidential ballot of the 1960 Democratic National Convention and asked Johnson to serve as his running mate. The issue of the Cold War dominated the election as tensions were high between the United States and the Soviet Union. Kennedy won a 303 to 219 Electoral College victory and is generally considered to have won the national popular vote by 112827 a margin of 0.17 percent though some argue that Nixon should be credited with the popular vote victory as the issue of the popular vote was complicated by the presence of several unpledged electors in the Deep South. Fourteen unpledged electors from Mississippi and Alabama cast their vote for Senator Harry F. Byrd as did a faithless elector from Oklahoma. The 1960 presidential election was the closest election since 1916 and this closeness can be explained by a number of factors. Kennedy benefited from the economic recession of 1957-58 which hurt the standing of the incumbent Republican Party and he had the advantage of 17 million more registered Democrats than Republicans. Furthermore the new votes that Kennedy the first Roman Catholic president gained among Catholics almost neutralized the new votes Nixon gained among Protestants. Kennedy's campaigning skills decisively outmatched Nixon's who wasted time and resources campaigning in all fifty states while Kennedy focused on campaigning in populous swing states. Nixon's emphasis on his experience carried little weight for most voters. Kennedy used his large well-funded campaign organization to win the nomination secure endorsements and with the aid of the big-city bosses get out the vote in the big cities.
