Venne allora 1852 in Italia raccolse documenti visitò archiv� mirando a comporre quella Geschichte der Stadt Rom im Mittelalter che pubblicò in 8 voll. tra il 1859 e il 1872 opera peraltro di notevole valore letterario. Il protestante G. ebbe l'ispirazione di scrivere una storia di Roma nel Medioevo mentre si trovava sul ponte ai Quattro Capi confrontando la vista del palazzo dei Cesari da una parte con il pittoresco delle casupole trasteverine dall'altra. La visione che ispira a scrivere la storia aveva i suoi precedenti in E. Gibbon che aveva ascoltato i monaci salmodianti sul Campidoglio e in G. Villani che rimase ammirato della grandezza di Roma. Il G. dovette aver presente anche la questione della durata del Papato che Th.B. Macaulay aveva posto scrivendo di L. von Ranke e risolto affermando che il Papato sarebbe durato ancora il giorno in cui un neozelandese avesse contemplato dal ponte di Londra le rovine della chiesa di S. Paolo. Si trovò di fronte al problema della chiusura degli Archivi vaticani presso i quali solo lo storico norvegese P.A. Munch aveva avuto la fortuna di accedere in quegli anni e peregrinò fra gli archivi del Lazio e dell'Italia centrale e meridionale. Andò instaurando rapporti con uomini di cultura come il benedettino L. Tosti; il trentino T. Gar bibliotecario dell'Università di Napoli e archivista ai Frari; lo storico del Vespro M. Amari ministro dell'Istruzione pubblica che nel 1864 propose il G. per la nomina rifiutata a cavaliere dell'Ordine dei Ss. Maurizio e Lazzaro.Il G. non era il primo a occuparsi della storia della Roma medievale: sentiva il mito di Roma operante ancora nei tempi moderni e nel processo unitario italiano come un valore positivo e desiderò intensamente l'unità nazionale italiana che vedeva procedere parallelamente a quella tedesca. Tre grandi correnti confluivano nella Roma medievale: la Germania l'Italia e il Papato. L'unico premio che ne bramerei - scriveva a M. Amari nel 1864 - sarebbe l'assenso dell'Italia e della mia patria nel giudicare ch'io abbia scritte quelle storie con imperturbata giustizia verso ambedue i grandi popoli non che verso la grandezza del papato nel Medioevo. Grazie all'eccezionale ricchezza di documenti ritrovati negli archivi di tutta Italia lo storico prussiano dimostrò che era possibile scrivere una storia cittadina della Roma medievale. Egli avvertì la grandezza di Roma come una titanica lotta tra trascendenza e temporale. Il porre sullo sfondo le grandi forze universali del Medioevo considerandole in vita fino ai propri tempi spinse la sua opera ben al di là degli interessi topografici o dell'erudizione d'archivio. Più di una volta lo storico protestante espresse ammirazione per la sinistra grandezza del Papato medievale tanto da definire barbaro Napoleone rispetto a Gregorio VII. Certo il Papato e in generale la Chiesa romana sembravano aver esaurito la propria forza una volta compiuta l'unità della penisola. Non era pensabile come sostenuto da Marco Minghetti che la Chiesa fosse ancora capace di riformarsi al proprio interno magari legandosi col socialismo: Potrà durare ancora per secoli come una caparbia rovina un Colosseo morale ma ormai ogni energia vitale e ogni pensiero volto al futuro si trovano lontano da essa.
