Julius parla della nascita della 'societa' disciplinare', laddove la disciplina non si identifica con una specifica istituzione o apparato, ma rappresenta un tipo di potere che puo' essere esercitato attraverso vari strumenti (penitenziari, case di correzione, istituti di educazione, ospedali). In una societa' in cui gli elementi principali non sono piu' la comunita' e la vita pubblica, ma lo Stato da una parte e il singolo individuo dall'altra, quest'ultimo esercita di giorno in giorno un'influenza sempre crescente, costruendo e organizzando quegli edifici destinati a sorvegliare la moltitudine degli uomini. Per Julius si trattava di un processo storico gia' compiuto, mentre Bentham nel suo Panopticon lo aveva descritto come un programma tecnico. Inoltre Julius, parlando del principio panoptico, diceva che vi era in esso ben piu' di una ingegnosita' architettonica: era un avvenimento nella storia dello spirito umano. L?antichita' era stata una civilta' di spettacolo. L?eta' moderna pone il problema inverso: procurare ad un piccolo numero o persino ad uno solo la vista istantanea di una grande moltitudine. Cfr.
