Viva testimonianza del degrado delle masse proletarie inurbate, in particolare a Parigi. Manifesto di quel tipo di criminologia ottocentesca incentrata sulla difesa della societa' dai malvagi. Si fonda sul principio che, pur essendo gli operai di Parigi divisi in due classi, gli operai di bottega, dotati di maniere eleganti e compite, e gli operai delle fabbriche, rudi, ignoranti e grossolani, tutti sono comunque dominati dal vizio. Fregier porta l?esempio di quelle famiglie che tengono i figli sin verso i 12 anni a lavorare nelle fabbriche e nelle filature e poi li collocano presso qualche artigiano: si tratta di una soluzione per evitare che il fanciullo cada nella depravazione anzitempo. Descrive poi le gravidanze affrontate con sfrontatezza e disinteresse per la prole da parte delle giovani operaie e quanto queste si mostrino oscene e sguaiate all?uscita dalla fabbrica. Nell?affrontare il nodo dell?istruzione, l'A. afferma che l?istruzione del povero deve essere sorvegliata dall?autorita' alla luce dei pericoli rappresentati dalla stampa. Per ovviare all?incapacita' di educare i propri figli da parte di molte delle famiglie di operai, suggerisce che i fanciulli siano fatti vivere direttamente in fabbrica, cresciuti e nutriti dal padrone e, nei giorni di festa, portati a giocare nei campi sotto la sorveglianza degli operai piu' adulti. Il XIX secolo fu ossessionato dal terrore che i poveri potessero essere pericolosi. Nel XX si comincio' a ritenere che questo pericolo potesse essere ovviato con una combinazione di repressione e progresso sociale e che, complici anche due guerre mondiali, potessero essere le classi alte a rappresentare un pericolo.
