Jahrhundert Nach dem Zusammenbruch des »Dritten Reiches« sah sich die Weltöffentlichkeit mit der Tatsache konfrontiert, daß ein »zivilisierter Staat« zum Verbrecher werden und seine Greueltaten im Schutz des Souveränitätsprinzips ungestört begehen konnte. Das Fehlen einer internationalen Gerichtsbarkeit und vor allem einer adäquaten Durchsetzungsinstanz machte sich drastisch bemerkbar. Mit der Einrichtung des Nürnberger Tribunals suchte man Abhilfe zu schaffen, ohne zu erwägen, daß es sich hierbei nur um ein Adhoc-Gericht der Sieger über die Besiegten ohne völkerrechtliche Konsequenzen handelte. »Nie wieder«, hatten die Richter damals versprochen, doch dann kamen die Völkermorde in Kambodscha, Bosnien, Ruanda, denen die Welt ohnmächtig zusah. In seiner systematischen, historisch fundierten Darstellung der Völkermorde und genozidären Massaker im 20. Jahrhundert grenzt Yves Ternon den Genozid von anderen Formen der Massenmorde ab und definiert ihn als planmäßige Vernichtung bestimmter sozialer, ethnischer oder religiöser Gruppen durch einen verbrecherischen Staat. Am Beispiel der Bürger- und Befreiungskriege in Asien, Afrika und Südamerika bis hin zu den Blutbädern im ehemaligen Jugoslawien arbeitet er mit Hilfe einer interdisziplinären Analyse die Mechanismen heraus, die ein Regime zum organisierten Verbrecher werden lassen, wobei auch Vergleiche mit früheren Jahrhunderten nicht fehlen. Dabei bedient er sich der klassischen Methode der Kriminalistik: Wer sind die Täter? Wer sind die Opfer? Was sind die Motive? Wem nützt das Verbrechen? Gibt es Komplizen? Dem Autor geht es jedoch nicht darum, einen Katalog des Schreckens zu erstellen, sondern vielmehr um die Frage, wie man drohenden Fällen katastrophaler Barbarei schon im Ansatz entgegentreten könnte. Muß auf die staatliche Souveränität, das Nichteinmischungsprinzip verzichtet werden? The CBF formed the Jewish Refugees Committee (JRC) as its case-working body and financed its activities. The purpose of this Committee was to assist Jewish refugees from Central Europe in the United Kingdom. The CBF also aided settlement in Palestine, and facilitated various emigration schemes. The CBF assumed a blanket guarantee vis-à-vis the British government that the refugees from Nazi oppression would not become a burden on public funds. Inside is more headlines and newspapers under the title of “Missiles of Hate.” One such is a poster campaigning for Loyd Smith for congress. It says, “Loyd Smith will oppose having this nation, the United States of America, controlled by, or by the influence, of either, international Nazi, international Communist, Japanese imperialism, British imperialism or the international Jews.
