‎Die vorliegende Publikation behandelt den Vermögensentzug und die Rückstellung bei Jüdischen Gemeinden, Vereinen, Stiftungen und Fonds. Das vielfältige jüdische Vereinsleben und die große Zahl jüdischer Wohltätigkeitsstiftungen sind ein Spiegel der jüdischen Gesellschaft in Österreich seit der Emanzipation. Auf der einen Seite prägten aufstrebende, assimilationsbereite bürgerliche Schichten das Bild um die Jahrhundertwende und nach dem Ersten Weltkrieg, auf der anderen Seite verarmte Neueinwanderer aus dem Osten. Zur Zeit des "Anschlusses" bestanden in Österreich rund 600 jüdische Vereine, 325 jüdische Stiftungen und Fonds sowie 34 Kultusgemeinden. Die Liquidierung der jüdischen Infrastruktur ab März 1938 erfolgte bis zur "Endlösung" schrittweise. Anders als in Deutschland wurde die Israelitische Kultusgemeinde als Schaltstelle aufgebaut und gemeinsam mit einigen ausgewählten Organisationen unter ständigem Terror dazu gezwungen, die Auswanderung, Konzentration in einigen Wohngebieten und schließlich Deportation der österreichischen Juden selbst zu finanzieren und voranzutreiben. Die Vielzahl jüdischer Institutionen wurde liquidiert, bis nur mehr die notwendigsten Einrichtungen für nicht auswanderungsfähige und aus verschiedenen Gründen nicht deportierte jüdische Kinder, Alte und Kranke im Jahr 1942 übrig geblieben waren. Nachdem die meisten der in Wien zurückgebliebenen Juden und Jüdinnen in die Vernichtungslager deportiert worden waren, wurde die IKG aufgelöst und stattdessen der Ältestenrates der Juden in Wien gebildet. Das jüdische Vereinsleben wurde durch die Eingriffe der nationalsozialistischen Behörden und des Stillhaltekommissars für Vereine, Organisationen und Verbände zum Stillstand gebracht. Der Großteil der Vereine wurde aufgelöst, das Vermögen zur Auswanderung und Fürsorge verwendet oder vom Stillhaltekommissar einverleibt. Nahezu alle jüdischen Stiftungen und Fonds wurden in die Allgemeine Stiftung für jüdische Fürsorge eingewiesen, deren Hauptzweck die Finanzierung der Fürsorge für alte und kranke Menschen und für Kinder war. Letztendlich wurden die Gelder auch zur Finanzierung der Deportationen verwendet. Die Zerschlagung der jüdischen Gemeinden außerhalb Wiens und die lückenlose Liquidierung ihrer Vermögenswerte verliefen in Phasen und endeten schließlich mit deren Auflösung und Einweisung der Vermögenswerte in die IKG Wien, die deren Rechtsnachfolger wurde. Im Laufe des Jahres 1940 war die "Arisierung" der Vermögenswerte jüdischer Gemeinden abgeschlossen. From 1938 to 1943 he was on the staff of the American Jewish Committee, serving inter alia as the editor of the Contemporary Jewish Record (1938–41) . Duker was president of the Chicago Spertus College of Judaica (1956–62) and from 1963 director of libraries and professor of history and social institutions at Yeshiva University.
