Leonard Moorehead Thomas came from a wealthy Philadelphia family served as an American diplomat around the turn of the century and later distinguished himself in the army during World War One earning the French Croix du Guerre. Thomas was the first husband of writer and actress Blanche Oelrichs who later married American actor John Barrymore. The appointment is also signed “Robert Bacon†as Acting Secretary of State. The document is in fine condition with a dark autograph light wrinkling and a complete Seal of the United States. It is matted in cream and framed with gold wood. This was signed less than a decade after Roosevelt charged up San Juan Hill in the Spanish American War. unknown books‎

As to the subject to which you refer I am absolutely sure; and as you are a minister of the Gospel I think I ought to say to you that I am so sure of it that I feel that <b>no man who is both intelligent and decent can differ with me</b>. I mean this literally. It is not a debatable subject. I enclose you a copy of my address to the Mother's Congress. What I have said there is such plain common-sense truth that it is not open to question. <b>Men may differ about the tariff or about currency or about expansion; but the man who questions the attitude I take in this matter is I firmly believe either lacking in intelligence or else lacking in character</b>. The attitude you seem tentatively inclined to favor is one of astounding folly as well as of astounding immorality. <b>To advocate artificially keeping families small with its inevitable attendants of pre-natal infanticide of abortion with its pandering to self-indulgence its shirking of duties and its enervation of character is quite as immoral as to advocate theft or prostitution and is even more hurtful in its folly from the standpoint of the ultimate welfare of the race and the nation</b>.</i></p><p> <i>You say that certain French thinkers assert 'that a limited number of offspring well cared for and equipped physically and mentally is a higher service to the state and race than a larger number necessarily not so well equipped.' This sentence is rendered pure nonsense by the word 'necessarily.' There is no necessity about it. The average child from a fair-sized family is in my experience much better equipped to do good service than the average child from a family of only one or two children where the cold self-indulgence the selfishness the folly or wickedness of the parents are responsible for the fact that there are but one or two children. Surely you can not but be aware that the result</i> added by hand: <i>in practice</i> <i>of the theory of the 'eminent French thinkers' to whom you refer is that in France the growth of the population has stopped instead of increasing and indeed apart from emigration is now diminishing and that frightful</i> added by hand: <i>moral and physical</i> <i>evils have followed in its train. In New England at the present time the old native stock is diminishing – that is there are actually fewer people of the Revolutionary stock left in New England today than there were fifty years ago – and this even eliminating all the emigration from New England. It is as arrant nonsense to speak of its being possible to render service to the state by a course of conduct which means that there won't be any state to render service to as it would be to speak of a man rendering service to himself by taking poison. You say that your ministry lies among well-to-do people; that is among people of means and upper class workers. I assume that you regard these people as desirable elements in the state. Can you not see that if they have an insufficient quantity of children then the increase must come from the less desirable classes; and if on the other hand there is no increase in any class that then the decrease which is always taking place in certain classes will mean a general diminution in the population Are you not aware of the fact that the diminution in the birthrate in Australia proceeding from just such mixture of selfishness and confusion of ideas as is responsible for the talk about 'making up in quality what is lacking in quantity' has gone so far that the great island continent bids fair to see its population become stationary while it is still too scantily peopled to be developed</i></p><p> <i>I am a very busy man as you say but I have taken the time to write you because I think from your letter that you a minister of the Gospel are in imminent danger of adopting a position both vicious and foolish – a position which would make your influence baleful to the state and a deep discredit to the church. To me the most horrifying part of this movement is to find nominally religious journals like the Independent containing articles by women and clergymen apologizing for and defending <b>a theory of conduct which if adopted would mean the speedy collapse of this republic and of western civilization.</b>The action of the Independent in this matter was a scandalous offense against good morals and a cause of shame to men of real religious feeling. When any nation gets sunk in such ignoble selfishness such mere desire for ease and self-indulgence as is implied in the course which you seem prepared to advocate it is time for that nation to make way for some other nation which possesses the elementary decencies and manly virtues. <b>Character counts more than intellect; and character in any true sense is wholly wanting in people who practice such a course of conduct.</b></i></p><p> <i>Sincerely yours</i></p><p> <i>Theodore Roosevelt</i></p><p><i>Rev. Smith</i></p><p> <i>Christ Church Rectory</i></p><p> <i>Central City Nebraska.</i></p><p><i>Enclosure</i> not here</p><p><b>Historical Background</b></p><p>In this characteristically confrontational letter to a Nebraska minister Roosevelt argues against the implementation of family planning and warns that shrinking family sizes are harmful to "<i>the ultimate welfare of the race and the nation.</i>" Above all else Roosevelt was a Social Darwinist and muscular nationalist – this more than religious sensibilities underlay Roosevelt's attack. Rev. Franklin C. Smith had evidently expressed his support on a prior occasion for "<i>certain French thinkers</i>" who maintained that fewer children receiving closer parental attention were more desirable than large families. Roosevelt rejects Smith's argument in no uncertain terms pointing out that the French birthrate had stalled and that "<i>frightful moral and physical evils have followed in its train.</i>" In addition deliberately limiting family sizes "<i>would mean the speedy collapse of this republic and of western civilization</i>."</p><p>Roosevelt is particularly angry that a minister might promote "<i>artificially keeping families small</i>" warning Smith that adopting such a position would make him "<i>a deep discredit to the church</i>." He also mentions enclosing "<i>a copy of my address to the Mothers' Congress</i>" which contains "<i>such plain common-sense truth that it is not open to question</i>." Nearly a year earlier in that speech Roosevelt had also singled out a member of the clergy:</p><p> "I actually read not long ago in a certain paper where a clergyman was quoted seemingly with approval as expressing the general American attitude when he said that the ambition of any save a very rich man should be to rear two children only so as to give his children an opportunity 'to taste a few of the good things of life.' This man whose profession and calling should have made him a moral teacher actually set before others the ideal not of training children to do their duty…but forsooth of keeping the number of children so limited that they might 'taste a few good things!'…The intelligence of the remark is on a par with its morality…"</p><p>Roosevelt's main argument clearly expressed in both this letter and his speech to the Mother's Congress was that Americans capable of having children who chose not to exhibited a dangerous "<i>cold self-indulgence</i>." This "<i>selfishness</i>" would lead to a "<i>general diminution of the population</i>" particularly among the "<i>desirable classes</i>" resulting in moral bankruptcy and ultimately extinction. According to Roosevelt the issue is "<i>not a debatable subject</i>." While "<i>men may differ about tariff or about currency or about expansion</i>" he writes that "<i>the man who questions the attitude I take in this matter</i>" is "<i>either lacking in intelligence or else lacking in character</i>."</p><p>In an article published five years later Roosevelt publicly denounced birth control as "worse more debasing more destructive than ordinary vice" and recommended a family of four children for the "average man and woman" "Race Decadence" <i>The Outlook</i> April 8 1911 763-69.</p><p><b>Franklin C. Smith</b> 1874-1950 was born in Maine and married Mary Major in 1895 in Missouri. They had four children between 1896 and 1910. From 1898 to 1900 Smith attended the Kansas Theological School in Topeka Kansas and was ordained a minister in the Protestant Episcopal Church. He served as rector of churches in Oklahoma Nebraska Idaho Wyoming Pennsylvania and Michigan. During his career he also wrote several diocesan histories of the Episcopal Church in various areas.</p> books‎

I.</i></p><p><b>Historical Background</b></p><p><b>Thomas Henry Barry</b> 1855-1919 was a U.S. Army general whom President Roosevelt had earlier appointed as commander of the Army of Cuban Occupation and Pacification and who had also served as Superintendent of West Point from 1910 to 1912. At the time of this letter he was the commander of American troops in the Philippines and China.</p><p>The central issue in the 1916 presidential election was the looming prospect of American involvement in the war in Europe. To no one's surprise the Democrats nominated incumbent Woodrow Wilson while the Republicans nominated Charles Evans Hughes of New York then a sitting associate justice on the Supreme Court. Regrouping after the disastrous result of Roosevelt's "spoiler" candidacy in 1912 the Progressive Party nominated him once more. Roosevelt his disdain for Wilson even greater than before and all too aware of the consequences of another split Republican vote withdrew his candidacy and threw his support behind Hughes. Roosevelt was an anglophile and a muscular nationalist and favored immediate American intervention in Europe on the side of Britain and France. Ironically Wilson campaigned on the slogan "he kept us out of war" but moved the nation towards a declaration of war against Germany a year later. In 1916 Wilson defeated Hughes in one of the closest elections in American history winning by twenty-three electoral votes and about 600000 popular votes out of over 18 million votes cast.</p> books‎

‎Theodore Roosevelt Mentions "Colored Troops" four months after he and his Rough Riders charged up San Juan Hill with them in Cuba‎

‎<p>"<i>Don't tell Owens this but the orderly I alluded to was another man. I am very much obliged to you. I have spoken a great deal about the colored troops.</i>"</p><p>On the day he wrote this letter his 40th birthday travelling by special campaign train Spanish American War hero Theodore Roosevelt spoke at Rochester Syracuse Utica and Buffalo and places in between. Less than two weeks later he was elected Governor of New York.</p> <b>THEODORE ROOSEVELT.</b>Typed Letter Signed New York October 27 1898 to Mrs. Emma Wynkoop Clark. "<i>On Board spec. Train</i>" postmarked Utica N.Y. October 28 1898. 1 p. 8¼ x 9¾ in. With envelope 6¼ x 3½ in.<p><b>Historical Background</b></p><p>In April 1898 Roosevelt resigned his position as Assistant Secretary of the Navy. With Colonel Leonard Wood Lt. Colonel Roosevelt formed the 1st U.S. Volunteer Cavalry regiment dubbed the Rough Riders composed of a diverse variety of men from across the nation and from many backgrounds and professions. Soon after landing in Cuba Wood was put in command of the brigade and Roosevelt was promoted to command of the regiment.</p><p>On July 1 at the battle of San Juan Hill the Rough Riders fought alongside the African American soldiers of the 24th Infantry and the 9th and 10th Cavalry. Overcoming defenders who had superior position the Americans took Kettle Hill and San Juan Hill. Approximately 200 Americans were killed among them 30 "Buffalo Soldiers." Despite the casualties it was a decisive victory. American forces gained a strategic position from which to attack the main Spanish garrison in the city of Santiago de Cuba which surrendered two weeks later.</p><p>During the battle of San Juan Hill Roosevelt on horseback was able to get ahead of the men on foot "excepting my orderly Henry Bardshar who had run ahead very fast in order to get better shots at the Spaniards."Perhaps Roosevelt had alluded to Bardshar's performance without mentioning him by name in his early accounts of the battle. Roosevelt had several orderlies including Henry P. Bardshar 1872-1946 of Prescott Arizona; William H. Sanders of Salem Massachusetts who died of fever; G. Roland Fortescue of New York New York wounded in the foot; and Gordon Johnston 1874-1934 of Birmingham Alabama. Perhaps one of the four Rough Riders named Owens—Clay T. Owens of El Paso Texas; Edward L. Owens of Vinita Indian Territory Oklahoma; John M. Owens of Oologah Indian Territory; and William A. Owens of Jerome Arizona—also served as an orderly.</p><p><b>Roosevelt and African Americans</b></p><p>Roosevelt later commented about the Buffalo Soldiers "no one can tell whether it was the Rough Riders or the men of the 9th who came forward with the greater courage to offer their lives in the service of their country." On August 14 1899 Roosevelt wrote in a private letter to African American newspaperman John E. Bruce of Albany New York "I wish no better men beside me in battle than these colored troops showed themselves to be. Later on when I come to write of the campaign I shall have much to say about them."</p><p>Yet the prejudices of his day were not entirely absent. Roosevelt also later wrote "Negro troops were shirkers in their duties and would only go as far as they were led by white officers."</p><p>Responding to the firestorm of controversy over his 1901 invitation to Booker T. Washington to dine with him at the White House Roosevelt defiantly commented "I am sorry to say that the idiot or vicious Bourbon element of the South is crazy because I have had Booker T. Washington to dine. I shall have him to dine just as often as I please."</p><p>However five years later in the wake of a riot at Brownsville Texas Roosevelt unfairly ordered the dishonorable discharge of 167 African American soldiers depriving them of pensions and the ability to work in federal jobs.</p><p><b>Theodore Roosevelt</b> 1858-1919 was born in New York City and graduated from Harvard University in 1880 and attended Columbia Law School. He served in the New York State Assembly from 1882 to 1884 and as president of the New York City Police Commissioners in 1895 and 1896 then as Assistant Secretary of the Navy from 1897 to 1898. After service in Cuba during the Spanish-American War he won election as Governor of New York and served from 1899 to 1900. He ran as Vice President to William McKinley in 1900 and became President in September 1901 when McKinley was assassinated. Reelected in 1904 Roosevelt was President until 1909. A prolific author and naturalist Roosevelt was instrumental in the Progressive movement of the early twentieth century helped preserve the nation's natural resources and extended American power throughout the world with a focus on a modern navy.</p><p><b>Emma Wynkoop Clark</b> 1838-1926 was born in Maryland. Her husband James J. Clark 1836-after 1915 was a clothier in New York. In March 1900 Emma W. Clark filed for bankruptcy. That year she lived in Brooklyn with her daughter Fannie W. Clark 1859-1943 who was an artist. Emma's husband was then a pauper living in the King's County Almshouse in Brooklyn. After returning to the clothing industry in 1915 he lived in an old age home in New York City.</p><p><b>Condition</b></p><p>Fine. An early autograph letter signed “Theodore Roosevelt†addressed to Roosevelt’s future Secretary of War and Secretary of State Elihu Root. Thirty-one year old Roosevelt wrote “My dear Root I enclose one of the blanks at which your haughty soul revolted; but I hope you will sign it and send it back; if we manage it well I think quite a good club can be made out of the Federal; and I think there is room for such a one.†Roosevelt refers to the Federal Club of New York a political group that supported Roosevelt early in his political career. He frequently spoke at the club and briefly helped run. It is penned on pages one and three of four page stationery and the pages have been separated. There is a brown toning area to the center of the first page. It is matted in blue and framed in gold with a portrait of the President in the center.
