As president Roosevelt provided federal protection for almost 230 million acres of land an area equivalent to the entire Eastern Seaboard from Maine to Florida. He initiated the U.S. Forest Service and sat aside 150 national forests; he signed the Antiquities Act and pursuant to it created the first 18 national monuments including the Grand Canyon and Muir Woods; an ardent ornithologist he set up the first 51 federal bird reservations; he named five national parks and added lands to a sixth – Yosemite; by executive order he established the first four national game preserves including the National Range; and the instituted first 24 reclamation or federal irrigation projects. As a naturalist crusader TR’s impact went far beyond the simple accomplishments; it resulted in changing the way people thought about the need to preserve America’s natural treasures. Nature was Theodore Roosevelt’s first passion. Long before he considered a career in politics he had a fascination with the natural world and thought he would be a naturalist. His father one of the founders of New York City’s Natural History Museum encouraged his son’s curiosity. It was on a summer trip to the country that five year old TR began to hunt for plants and animals to study. At the age of seven he began his career as a zoologist. As he recalled later it all started when he was walking up Broadway and saw a dead seal which raised questions in the young boy’s mind: Where had it been caught how long was it what species of seal was it He managed to acquire the seal’s skull the first specimen in what he called the “Roosevelt Museum of Natural History.†Roosevelt was a passionate naturalist and hunter. He loved the outdoors and the thrill of tracking and chasing game the skill in marksmanship the careful and deliberate recording of his observations about each hunt the demanding preservation of specimens and the pleasure of capturing in rich and vibrant language this experience so that he could share it with the world. His two best known expeditions Africa and South America were both sponsored scientific expeditions that in addition to affording TR an opportunity to hunt and obtain specimens for his own collection gathered valuable natural history data for some of the world’s most prominent museums including the Smithsonian Institution. Roosevelt was well acquainted with the noted naturalists of the time particularly John Burroughs. Burroughs contributed to the American understanding of nature through his large literary output which included works about Henry David Thoreau and his friend Walt Whitman whom he admired. In April 1903 the two men toured Yellowstone Park together and Burroughs wrote about it in Camping and Tramping with Roosevelt published in 1906. In planning the two-week trip to the park he had written Burroughs “For the last 18 months I have taken everything as it came from coal strikes to trolley cars and I feel I am entitled to a fortnight to myself.†TR arrived in time to set the Roosevelt Arch’s cornerstone in a grand ceremony. In 1907 Roosevelt publicly entered the nature-fakers controversy when he gave an interview and circulated an article defending Burroughs and stating his own views. Roosevelt esteemed Burroughs and called him Oom John the Roosevelts were of Dutch extraction an affectionate term meaning “uncle†in Dutch. Typed letter signed on White House letterhead January 2 1904 to Burroughs beginning with the behavior of Lynxes. “Dear Oom John Under exceptional and fortuitous circumstances two or three cats of any species might for the moment join in a common assault upon some prey. But in the course of many expeditions to and much time spent in regions where our American lynxes of different kind were found – both lucivees and bob cats – and after puzzling over hundreds of their trails in the snow and watching and sometimes shooting and hounding the animals have never seen anything that remotely suggested courses of conduct like those Long describes. They do not hunt in bands; they hunt separately. They do not follow the trail of game as wolves and foxes do though they may occasionally follow a fresh trail for a comparatively short distance. They occasionally why lie in wait but they are much more apt to stalk their prey rambling about through the woods until they see or smell it and then creeping up to it. I do not believe that a lynx or any other animal of the cat kind ever allured a caribou fawn or any other animal to its death in the way Long describes in an article on the subject and I have never seen or known of a trustworthy hunter who did see a party of lynxes act as he describes that party of lynxes acting as they crossed the country. However I must now return to Panama and kindred subjects and leave lucivees bob cats etc. for a year to come.†In November 1903 the The Hay-Bunau-Varilla Treaty or Canal Treaty was signed in the newly independent republic of Panama giving the United States rights to build a canal on the Panamanian isthmus for an annual payment of $250000. And in March 1904 TR would establish the Isthmian Canal Commission to see through the construction of the Panama Canal. ‎Metcalf’s on-site report to TR on the San Francisco earthquake sparked significant Federal aid to help the city rebuild An extremely uncommon Cabinet appointment the first of TR that we have had Victor H. Metcalf was a Congressman who served from 1899 to 1904. In Congress he served on the Naval Affairs and the Ways and Means committees where he pressed for the construction of a large battleship navy. His legislation for reclamation of arid lands by irrigation put him in touch with President Theodore Roosevelt who liked the idea so much he inserted it into his party’s platform in 1904. President Roosevelt appointed Metcalf Secretary of Commerce and Labor in 1904. He was only the second person to hold that post which was created in recognition of the importance and magnitude of the nation’s commercial and industrial growth and expansion. His department contained the Bureau of Manufactures the Bureau of Statistics the Bureau of Navigation the Bureau of Standards the Coast and Geodetic Survey the Lighthouse Service the Inspection of Immigrants the Seal Fisheries of Alaska the Steamboat Inspection Service the Bureau of the Census and more. Document signed large folio Washington December 7 1904 naming Metcalf Secretary of Commerce and Labor. The document is countersigned by John Hay as Secretary of State. In the post of Secretary of Commerce and Labor TR sent Metcalf to San Francisco in 1905 as an intermediator between the San Francisco school board and 91 Japanese students who were refused entry to public schools. A compromise was reached whereunder the students were permitted into the schools. As President Roosevelt's personal representative Metcalf traveled to San Francisco after the 1906 earthquake and fire to survey the damage. He issued a lengthy report to the President who provided significant Federal aid to help the city get through the crisis and rebuild. Metcalf served until December 12 1906 when he was appointed Secretary of the Navy. During his term there he oversaw the world cruise of the Great White Fleet. Appointments to presidential cabinets are quite uncommon this being the first of TR that we have ever had unknown‎

‎President Franklin D. Roosevelt Informs the American Red Cross of a Plan Afoot to Supply American Prisoners of War Held in Japanese Camps‎

‎This was the only major successful agreement between the U.S. and Japan on supplies for POWs; the exchange point for the plan would be Vladivostok Russia as that nation was an ally of the U.S. but not at war with Japan This unpublished letter was acquired directly from the descendants of the recipient and has never been offered for sale During the course of World War II the Japanese captured some 300000 Allied prisoners of war. These prisoners found themselves in camps in Japan Taiwan Singapore and other Japanese-occupied countries. The terms of the Geneva Convention were ignored by the Japanese who often made up rules and inflicted punishments at the whim of the camp commandant. The majority of prisoners were put to work in mines fields shipyards and factories on a diet of about 600 calories a day. Prisoners were rarely given fat in their diet and all were continuously hungry. The majority survived on barley green stew meat or fish once a month and seaweed stew. According to the findings of the post-war Tokyo Tribunal the death rate of Western prisoners was 27% seven times that of POWs held by the Germans and Italians. It was quickly clear that conditions in Japanese prisoner of war camps were awful and efforts were made to try to visit the camps and to send in mail and supplies. These were mainly conducted through the International Red Cross Committee via the Japanese Red Cross in Tokyo. The cumbersome methods necessitated by war of getting word to a belligerent that did not maintain the same close contact with the International Red Cross Committee at Geneva as did the U.S. British German and Italian governments complicated the problem. In their negotiations with the Japanese through neutral channels the Allied authorities and the Red Cross sought to obtain from them full information concerning the Allied nationals in their hands regular facilities for the sending of relief supplies and mail and permission for neutral inspectors to visit prisoner-of-war and internment camps. The Japanese were indifferent and progress was slow at best. In time International Red Cross Committee delegates was able to visit 43 camps which was a drop in the bucket as there were at the end of the war 102 camps in Japan Formosa Korea and Manchuria alone. Moreover for most of the war period it was estimated that some nine-tenths of the 300000 Allied prisoners and civilians in Japanese hands were held in occupied territories south of a line running roughly from Rangoon to the northern Philippines in which not only were inspections of camps forbidden but no relief action of any kind could be undertaken without express permission from the Japanese authorities on the spot. As for mail for prisoners of war in the Far East it was by July 1942 mainly being transported across Russia to Vladivostok on its Pacific seaboard and hence to Japan under an agreement reached with the Soviet Government. This was feasible because the Soviet Union and Japan were not at war. The Red Cross made efforts to deliver supplies. In July 1942 a Swedish ship with a neutral crew was chartered by the Red Cross and loaded with a large cargo of food clothes medicines and recreational equipment. Loaded and ready to sail it stayed in port until early in September when the Japanese finally refused its request for safe conduct. The only method on which agreement was reached for the transportation of relief supplies was by diplomatic exchange ships which went from various United Nations ports to Lourenço Marques in Portuguese East Africa and there met the Japanese exchange ships. The American Red Cross was able to send 20000 standard food parcels 10000 articles of clothing $15000 worth of toilet articles $50000 worth of medical supplies 10000 cans of tobacco and a million cigarettes. These supplies were carried to Japan or reshipped by the Japanese authorities to other areas where prisoners were held. But the extent to which they are distributed to prisoners is unknown. Cornelius N. Bliss Jr. whose father was a member of President McKinley’s Cabinet was a philanthropist who was also active politically. He participated in the successful presidential campaign of Theodore Roosevelt in 1904. In July 1916 he was named treasurer of the Republican National Committee and also served as president of the Association for Improving the Condition of the Poor. When the United States entered World War I in 1917 President Wilson named Bliss to his War Council a group of advisers Wilson collected to guide his actions as commander in chief. After the war Bliss returned to business and philanthropy on a large scale operating as a trustee board member or president of several organizations including the National Foundation for Infantile Paralysis the Metropolitan Opera and the Metropolitan Museum of Art. In the Depression he was one of six men named by New York City Mayor Walker to operate a relief fund two others being J.P. Morgan and former governor Al Smith. During World War II he was a chairman of the American Red Cross committee on war activities and was for a time chairman of the Red Cross. In 1943 efforts to deliver supplies were concentrated on a plan to have them shipped to Vladivostok as was the mail. The Japanese would then collect the supplies and distribute them to prisoners of war. American vessels would give Japanese ships collecting the supplies safe conduct. Here President Roosevelt discloses this plan and the hoped for channel to the American Red Cross. Typed letter signed on White House letterhead Washington September 25 1943 to Bliss revealing what would be the only major agreement between the U.S. and Japan on supplies for POWs. “Thank you for the memorandum concerning the shipment of relief supplies to prisoners of war in Japanese custody in the Far East which you sent me under cover of your letter of September 16. The situation of our people held by the Japanese is of the greatest concern to all of us. The consent of the Soviet government in agreeing to the immediate shipment of supplies to Vladivostok is indeed gratifying and I am hopeful that we soon shall find it possible to arrange with the Japanese government a means by which these supplies may be forwarded to their destination.†This plan was successful if only to a degree. Relief supplies arrived in Vladivostok in November 1943 less than two months after this letter. But the Japanese did not collect them for six months and it was only in November 1944 and early 1945 that the relief parcels were actually distributed to the camps. ‎“At Santiago I was an eye-witness of his really noteworthy resolution and daring his power of standing fatigue exhaustion and exposure in midsummer in the tropics. Very few of the soldiers in our army could do as well as he did. His trip to the barren grounds in midwinter was also a noteworthy achievement.†The Rough Riders are one of the most famous fighting units in American history and his leadership of them made Theodore Roosevelt’s career. In April of 1897 TR was appointed Assistant Secretary of the Navy as a reward for his tireless campaigning for the newly elected President William McKinley. When the U.S.S. Maine blew up in Havana harbor the Spanish were blamed and an outcry for war arose. From that moment Roosevelt believed that trying to prevent the war would be impossible. He sprang into action moving ammunition readying ships for action and moving to have Congress allow for enlisting unlimited sailors. TR also made it known to the President and others that if war came he wanted to leave his post behind a desk in Washington and head for the front. Congress declared war on April 25 1898 and that same day Roosevelt was officially offered and accepted second in command of the Rough Riders; he would soon take over full command of the unit. He immediately set about assembling and training the regiment which was made up of an effective assemblage of Western cowboys and frontiersmen and Eastern athletes and sons of prominent citizens. This composition reflected TR’s own interests. The unit was mustered into service between May 1 and May 21 1898 in various locations in Texas New Mexico and what was then termed “Indian Territory†Arizona and Oklahoma. At the time of muster in the unit consisted of 47 officers and 994 enlisted men. It was trained quickly in San Antonio Texas and on May 27 it was ordered to Port Tampa Florida to prepare for the invasion of Cuba. It left for the front in Cuba on June 13. Caspar Whitney was a well known journalist who submitted articles from the front in Cuba during the Spanish American War. At the Battle of Las Guasimas he accompanied General Young's 1st and 10th Regular Cavalry. His published map of the battle is considered the most accurate of that action published at that time. He also accompanied TR and his troops to Cuba where he reported on the movements of the Rough Riders and others. From 1900 he was an owner and editor-in-chief of the monthly Outing magazine which promoted the outdoors and sporting pursuits as well as a good deal of adventure fiction; authors included Jack London and Clarence E. Mulford. He was a founding member of The Explorers Club after expeditions in North and South America. He wrote “On Snow-Shoes to the Barren Grounds – Twenty-Eight Hundred Miles After Musk-Oxen and Wood-Bison†a novel based on his 1894 expedition into North America’s northern wilderness. The Barren Grounds is the name given to the vast tract of then-uninhabited and almost unexplored land which lies to the north of Athabasca stretching well up to the shores of the Arctic Ocean and eastward to Hudson's Bay whose approximate area is 350000 square miles where no man has or can have a dwelling place and whose only living creature is the musk ox that last object of longing with the hunt. How would some time in the week after the Fourth of July suit you for us to visit Slab Sides Won't you tell me the dates you are probably to be away Probably I could suit our visit to those dates. “What a ridiculous creature the Rev. Long is! Now a word as to Whitney the Editor of Outing; of course I shall ask you to treat this as confidential. Whitney is a man of remarkable powers in certain lines and he has done a great deal of out of door work. Not merely did it add nothing new to our knowledge but I am convinced that it asserted a great deal that was positively not so. In Outing he has published several articles so preposterous so false on their face that at first I used to call his attention to it but after a while I gave it up. ‎President Theodore Roosevelt's Original Letter Appointing a Speaker to Place His Name in Nomination at the 1904 Republican National Convention‎

‎This was his only nomination for President of United States in the only successful presidential campaign he ever had Before McKinley’s assassination four vice presidents - John Tyler Millard Fillmore Andrew Johnson and Chester Arthur - had assumed the nation’s highest office upon the death of a president. Not one had then won his party’s nomination for a presidential term in his own right. However Theodore Roosevelt’s strong leadership vigorous activity and immense popularity made it likely that he would break historical precedence by winning the GOP presidential nomination in 1904. In the spring of 1902 about six months after assuming the presidency Roosevelt assembled an informal campaign committee. Joseph B. Bishop editor of the New York Commercial Advertiser and Nicholas Murray Butler president of Columbia University oversaw the campaign in New York State. In 1902 13 Republican state delegations from other states endorsed him giving him 286 of the 498 votes needed for nomination. In early 1903 the president’s new personal secretary William Loeb Jr. coordinated campaign information and advice from across the nation. Roosevelt’s only obstacle was a possible challenge from Sen. Mark Hanna chairman of the Republican National Committee and a key advisor to the late McKinley. Conservatives unhappy with Roosevelt’s vigorous antitrust policy encouraged Hanna to run but Hanna died. The Republican National Convention was held at the Chicago Coliseum on June 21-23 1904. Although not present Roosevelt controlled practically every aspect of it. He handpicked Elihu Root the former secretary of war and Speaker of the House Joseph Cannon as the temporary and permanent convention chairmen. That both men were conservatives was part of the President’s dual strategy of unifying the party and moderating his image before the general election. Roosevelt chose all the convention speakers the most important being the man who would place his name in nomination. He selected former New York governor Frank S. Black whom TR had succeeded as governor to deliver the nomination speech and Sen. Albert Beveridge to second the nomination. Although Roosevelt edited the speeches of other speakers he did not touch Black's; the words would be Black's own. Roosevelt's choice of Black was an intriguing one. Roosevelt had defeated incumbent Governor Black in his quest for the 1898 gubernatorial nomination. Black's administration had been accuses in a scandal involving contracts to improve the Erie Canal and some prominent Republicans had been anxious to replace the tarnished Governor with the recently returned Colonel of the Rough Riders. Roosevelt handily defeated Black's bid for renomination at the state convention. Here six years later the President magnanimously turns to his former foe to make his nominating address. This is the original letter in which Roosevelt asked Black to nominate him. Typed letter signed as President on White House letterhead Washington April 27 1904 to Black. "My dear Governor Black: Would you be willing to make the nominating speech for me at the National Convention I know no one who could do it as well." This proved to be a wise choice. As he stood before the convention Black was a striking figure tall and gaunt. In nominating Theodore Roosevelt for election in his own right as President of the United States Black spoke these dramatic words of inspiration to the convention: "You have come from every State and Territory in this vast domain. The country and the town have vied with each other in sending here their contributions to this splendid throng. Every highway in the land is leading here and crowded with the members of that great party which sees in this splendid city the symbol of its rise and power. Within this unexampled multitude is every rank and condition of free men every creed and occupation. But to-day a common purpose and desire have engaged us all and from every nook and corner of the country rises but a single choice to fill the most exalted office in the world…He is no stranger waiting in the shade to be called suddenly into public light. The American people have seen him for many years and always where the fight was thickest and the greatest need was felt. He has been alike conspicuous in the pursuits of peace and in the arduous stress of war… "His qualities do not need to be retold for no man in that exalted place since Lincoln has been better known in every household in the land. He is not conservative if conservatism means waiting till it is too late. He is not wise if wisdom is to count a thing a hundred times when once will do…Fortune soars with high and rapid wing and whoever brings it down must shoot with accuracy and speed. Only the man with steady eye and nerve and the courage to pull the trigger brings the largest opportunities to the ground. He does not always listen while all the sages speak but every day at nightfall beholds some record which if not complete has been at least pursued with conscience and intrepid resolution. He is no slender flower swaying in the wind but that heroic fibre which is best nurtured by the mountains and the snow…A statesman grappling with the living problems of the hour he gropes but little in the past. He believes in going ahead. He believes that in shaping the destinies of this great Republic hope is a higher impulse than regret. He believes that preparation for future triumphs is a more important duty than an inventory of past mistakes. A profound student of history he is today the greatest history-maker in the world… "This is the time when great figures must be kept in front. If the pressure is great the material to resist it must be granite and iron. Whether we wish it or not America is abroad in this world. Her interests are in every street her name is on every tongue. Those interests so sacred and stupendous should be trusted only to the care of those whose power skill and courage have been tested and approved. And in the man whom you will choose the highest sense of every nation in the world beholds a man who typifies as no other living American does the spirit and the purposes of the twentieth century. He does not claim to be the Solomon of his time. There are many things he may not know but this is sure that above all else he stands for progress courage and fair play which are synonyms of the American name. "There are times when great fitness is hardly less than destiny when the elements so come together that they select the agent they will use. Events sometimes select the strongest man as lightning goes down the highest rod. And it is with those events which for many months with unerring sight have led you to a single name which I am chosen only to pronounce: Gentlemen I nominate for President of the United States the highest living type of the youth the vigor and the promise of a great country and a great age Theodore Roosevelt of New York." The speech aroused the convention to the highest pitch of enthusiasm. When he concluded there was a great shout and the convention was on its feet. Flags were in the air hats thrown up people jumped up on chairs; the demonstration lasted for 23 minutes.
